DESCRIPTION OF POSITION / DUTIES:
All Points is seeking a TS/SCI Cleared Business Systems Analyst - Subject Matter Expert (SME) to support the Federal Bureau of Investigation (FBI) in Chantilly, VA. The selected candidate will support mission-critical IT systems, applications, and initiatives across a secure multi-enclave environment (Unclassified, Secret, and Top Secret).
This team is responsible for the development, implementation, and ongoing operations of enterprise applications used by law enforcement, intelligence, legal, and administrative personnel. These systems are essential to mission success and require responsive, scalable, and reliable solutions to ensure continuity of operations and minimize disruption to FBI mission activities.
**THIS POSITION REQUIRES AN ACTIVE, CURRENT, AND FULLY ADJUDICATED U.S. DEPARTMENT OF DEFENSE TOP SECRET CLEARANCE WITH SCI ELIGIBILITY (TS/SCI) (NO INTERIM).**
The Business Systems Analyst SME will lead the collection, capture, and management of mission user needs from concept through implementation. This role serves as the bridge between business stakeholders and technical teams, ensuring requirements are accurately defined, prioritized, and translated into actionable development tasks and user stories.
KEY RESPONSIBILITIES MAY INCLUDE BUT ARE NOT LIMITED TO:
• Lead collection, capture, and management of user and mission requirements
• Facilitate stakeholder engagement to gather and refine business requirements
• Develop, refine, and manage user stories in support of software development efforts
• Support product owners in backlog creation, prioritization, and grooming
• Translate business needs into functional and technical requirements
• Support all phases of the software development lifecycle (SDLC) from planning through deployment
• Create workflow diagrams, process documentation, and system models
• Track project progress, metrics, and performance against objectives
• Support enterprise change management and application rollout efforts
• Identify, assess, and mitigate risks impacting system delivery and performance
• Collaborate with cross-functional teams in distributed, multi-enclave environments
• Support mission-critical systems used across law enforcement and intelligence operations
SAFe 6.0 FACILITATION SUPPORT (Contract PM & Agile Team Support)
Responsible for guidance and facilitation of SAFe Principles. Supports planning, execution, and delivery across Agile Release Trains (ARTs). One ART focuses on enabling operational insight through enterprise search and data discoverability. The second ART supports operational analysis and triage through visualization, data enrichment, and analytics within Global Mission Analytics (GMA).
EDUCATION:
• Bachelor's degree from an accredited college or university in Computer Science, Business Administration, or a related field
YEARS OF EXPERIENCE:
• 12-15 years of relevant Business Systems Analysis experience
SKILLS / CERTIFICATIONS:
Required Technical Skills:
• Expert-level experience in Business Systems Analysis
• Advanced proficiency in requirements gathering and management
• Strong experience with user story development and backlog refinement
• Expert-level experience with SAFe Agile framework and governance
• Experience with Jira, Confluence, and similar collaboration tools
• Strong stakeholder engagement and communication skills
• Experience with workflow diagramming and business process documentation
• Experience tracking metrics, progress, and program performance
• Experience with enterprise change management practices
Additional Technical Experience Preferred:
• Enterprise application rollout and adoption strategies
• Data analysis and visualization tools
• Enterprise application architecture
• DevSecOps practices and tools
• Experience supporting multi-enclave environments (Unclassified, Secret, TS/SCI)
• Project planning, execution, and risk management
Additional Experience Includes:
• Experience participating in Agile software development and release processes
• Strong understanding of forensic and investigative system environments
• Experience supporting mission-critical government systems
• Ability to communicate work clearly using structured methodologies (e.g., SMART)
• Ability to support after-hours mission requirements when needed
SECURITY CLEARANCE:
• U.S. Citizenship required
• Active, current, and fully adjudicated U.S. Department of Defense Top Secret clearance with SCI eligibility (TS/SCI) required (no interim)
COMPENSATION:
• $148,000 - $158,000 annually (based on experience and alignment)
