ICF's Digital Modernization and Experience (DMX)Division, a rapidly growing, entrepreneurial, technology-driven department, is seeking an Enterprise Architect with experience in Digital Portfolio Management, Advisory & Governance to support our federal client.
The Enterprise Architect, Digital Portfolio & Governance is responsible for establishing and managing centralized digital portfolio management and reporting, architecture standards, advisory services, governance reviews, and customer experience practices across the organization. This role enables data-driven decisions for investment, consolidation, modernization, and delivery optimization while ensuring consistent, high-quality digital service delivery through standardized architectures, governance processes, and customer-centric engagement models.
The role partners closely with business leaders, enterprise architecture, engineering, delivery teams, and stakeholders to drive digital portfolio direction, improve portfolio transparency, strengthen solution quality, accelerate strategic outcomes, and enhance customer experience across digital services.
Local candidates may be expected to work at the client site in Rockville, MD, at least 1-2 days per week.

Key Responsibilities
Digital Portfolio Management and Rationalization
- Establish enterprise digital portfolio management and rationalization, including applications, platforms, and digital services.
- Improve portfolio data quality, completeness, and usability to support investment, modernization, and consolidation decisions.
- Consolidate and baseline portfolio inventory, ownership, lifecycle status, and dependencies.
- Define standardized portfolio data models and rationalization criteria, including cost, usage, technical health, and business value.
- Partner with stakeholders to remediate and validate portfolio data for accuracy and accountability.
- Document rationalization decisions, business impacts, risks, and recommended next steps.
Standardize Architecture & Delivery
- Drive adoption and consistent use of reference architectures and design patterns across delivery teams.
- Baseline, create, and maintain architecture standards, reusable patterns, and reference architecture catalogs.
- Integrate design standards into delivery workflows, governance reviews, and approval processes.
- Provide guidance, documentation, and engagement support to encourage adoption.
- Measure and refine architecture standard adoption through KPIs, metrics, and feedback loops.
Advisory & Governance Reviews
- Provide strategic technical advisory services to programs and delivery teams to support informed technology and digital solution decisions.
- Standardize and mature the DSC advisory lifecycle, including SOPs, SLAs, ownership, and engagement accountability.
- Define and track advisory effectiveness metrics such as responsiveness, quality, throughput, and customer satisfaction.
- Implement customer feedback and reporting mechanisms to continuously improve advisory services.
- Lead governance reviews with direct customer engagement, aligned to business outcomes, delivery risks, architecture standards, and enterprise objectives.
- Prioritize governance reviews for high-impact initiatives and integrate reviews into key delivery decision points.
- Standardize governance findings with actionable recommendations, ownership, accountability, and follow-through processes.
- Embed follow-up checkpoints into governance and delivery workflows to validate implementation of recommendations.
- Measure and report governance review outcomes, adoption trends, and impacts on delivery quality and risk reduction.
Customer Experience, Advocacy & Digital Enablement
- Provide customer-centric "white glove" support to business owners, stakeholders, and strategic partners during project kickoffs, rollouts, and service transitions.
- Establish customer experience (CX) governance, standards, and best practices for engagement and communications across DSC delivery lanes.
- Improve consistency and transparency in customer interactions, governance decisions, and delivery communications to support stronger alignment with program needs.
- Reduce friction in accessing and adopting digital services through improved onboarding, documentation, training, and support materials.
- Strengthen adoption and value realization of existing digital capabilities through engagement, enablement, and continuous feedback loops.
- Establish clear requirements and user acceptance criteria while coordinating backlog refinement and stakeholder feedback processes.
- Ensure deliverables meet quality standards, business expectations, and operational requirements.
- Identify redundant systems, streamline workflows, eliminate process bottlenecks, and align priorities to improve organizational efficiency and maximize resource utilization.
Business Product Management
- Ensure customer and program needs are met through continuous stakeholder engagement, feedback integration, and high-touch support from consultation through delivery and operational transition.
- Provide governance and oversight for roadmap development, prioritization, risk management, vendor coordination, quality control, and delivery execution to ensure initiatives remain on scope, on schedule, and aligned to business outcomes.
- Deliver customer-centric "white glove" support to business owners, stakeholders, and strategic partners during kickoffs, rollouts, and service transitions.
- Identify redundant systems, streamline processes, remove delivery bottlenecks, and align priorities to improve organizational efficiency, resource utilization, and delivery outcomes.
Required Experiences and Certifications
- Bachelor's Degree in Computer Science, Information Systems, Engineering or other related scientific/technical discipline
- 10+ years of experience in enterprise architecture, digital portfolio management, technology governance, IT strategy, or digital delivery leadership.
- 1+ years of experience with portfolio rationalization, architecture governance, customer engagement, and enterprise delivery standards.
- 1+ years of experience referencing architecture, design patterns, cloud technologies, modernization approaches, and customer experience principles.
- 1+ years of experience leading cross-functional governance, advisory, and stakeholder engagement activities.
- Must be a United States (U.S.) Citizen or Green card, and the work MUST BE PERFORMED in the United States (U.S.), as this work is for a federal contract, and laws do apply
- Candidates must be able to obtain and maintain a Public Trust with the government
- Candidate must reside in the U.S., be authorized to work in the U.S., and all work must be performed in the U.S.

The ideal candidate will also have:
- Experience with enterprise architecture and portfolio management platforms such as LeanIX, ServiceNow APM, Ardoq, or similar tools.
- Familiarity with Agile, DevSecOps, product delivery, and human-centered design practices.
- Strong analytical, communication, facilitation, and executive presentation skills.
- Relevant certifications such as TOGAF, SAFe, ITIL, PMP, or cloud certifications preferred.
- Strong understanding of system architecture and design principles.
- Excellent written and oral communications skills to deliver technical solutions simply and succinctly
- Exceptional problem-solving and critical-thinking abilities
- Excellent communication, presentation, and stakeholder management skills
- In-depth understanding of ServiceNow best practices and industry trends
- Excellent conflict resolution skills to mitigate risks, resolve issues, and ensure timely and accurate delivery
