Job Description

Koniag Professional Services, LLC, a Koniag Government Services company, is seeking a Management Specialist Support to support KPS and our government customer in Washington, DC. The position is hybrid, will require 3 days onsite. This position requires the candidate to be able to obtain a Public Trust.

The Management Specialist Support role provides comprehensive operational, administrative, and program management support to the U.S. Department of Energy's Office of Technology Commercialization for the Small Business Innovation Research (SBIR) and Small Business Technology Transfer (STTR) programs. This position strengthens program execution by standardizing workflows, supporting compliance and documentation, improving data quality, coordinating cross office activities, and enabling timely reporting to leadership. The specialist collaborates with program managers, contracting/grants staff, national laboratories, small business awardees, and stakeholders to ensure seamless delivery of SBIR/STTR program services.

Key Responsibilities:
  • Support end to end SBIR/STTR program operations including schedules, workflows, milestones, and coordination across DOE offices.
  • Assist in the development, maintenance, and continuous improvement of standard operating procedures (SOPs), templates, checklists, and process maps.
  • Track program performance, portfolio status, and operational metrics; maintain dashboards and summaries for leadership.
  • Prepare written materials including reports, status updates, executive briefings, meeting notes, presentations, and data calls.
  • Coordinate meetings, logistics, calendars, and action tracking for program reviews, outreach events, and interoffice working sessions.
  • Support compliance activities by ensuring documentation completeness, version control, records retention, and alignment with SBIR/STTR policy requirements.
  • Facilitate information flow among DOE program offices, national laboratories, reviewers, and awardees; manage inboxes and inquiry triage.
  • Assist with solicitation development support (document formatting, routing, comment consolidation) and coordination of review cycles.
  • Help monitor budgets, obligations, and expenditures at the program activity level; support reconciliation with finance/contract teams as directed.
  • Maintain accurate program files, databases, trackers, and CRM/portfolio tools to enhance data integrity and operational efficiency.
  • Contribute to risk identification and mitigation planning (schedule, quality, compliance) and support corrective action follow through.
  • Drive process improvement initiatives that streamline operations, improve customer experience, and enhance reporting quality and timeliness.


Required Qualifications:
  • Bachelor's degree in business, public administration, science/engineering, or a related field.
  • Minimum of 3 years' experience in program/project administration, federal R&D support, grants/contract operations, or portfolio management.
  • Demonstrated proficiency in organizing complex workflows, tracking milestones, and maintaining accurate documentation.
  • Strong written and verbal communication skills with experience producing structured reports and briefings.
  • Proven ability to collaborate across cross-functional teams in a hybrid environment and manage multiple concurrent priorities.
  • Familiarity with federal program operations, SBIR/STTR processes, or grants/financial assistance mechanisms.
  • Proficiency with spreadsheets, databases, CRM or portfolio tools, and basic analytics/visualization platforms.
  • U.S. citizenship and ability to meet federal suitability requirements if needed.


Preferred Qualifications:
  • Experience supporting DOE SBIR/STTR or other science agency SBIR/STTR programs.
  • Knowledge of technology commercialization lifecycles, market assessment, and research-to-market transition activities.
  • Experience coordinating with national laboratories, small businesses, reviewers, or federal program offices.
  • Skills in SOP development, process mapping, meeting facilitation, and continuous improvement (e.g., Lean/Kaizen concepts).
  • Education or experience related to energy, engineering, or scientific R&D.

Work Environment
This is a hybrid position requiring periodic onsite participation at DOE headquarters or designated facilities. Remote work is supported for routine tasks. Travel may be required for outreach events, workshops, or program coordination.
