Subsidium, Inc. is seeking an experienced Real Estate / Occupancy Agreement Specialist to support the Department of Homeland Security (DHS), Federal Protective Service (FPS) Facilities Management Branch. The selected candidate will provide strategic real estate and occupancy agreement support services for approximately 820,000 square feet of office and warehouse space across approximately 180 offices and 280 occupancy agreements nationwide. The role will support space planning initiatives, occupancy agreement management, relocation coordination, portfolio optimization, and strategic advisory services in alignment with federal regulations and DHS mission requirements.

Responsibilities/Duties:
- Support management and tracking of approximately 280 occupancy agreements, ensuring compliance with federal regulations, lease terms, and FPS operational requirements.
- Coordinate with General Services Administration (GSA), FPS stakeholders, and contractors to align occupancy agreements with federal space reduction and optimization initiatives.
- Conduct comprehensive portfolio analyses to identify opportunities for consolidation, cost savings, and improved operational efficiency.
- Draft strategic real estate plans aligned with FPS mission objectives, including long-range forecasting of future space requirements.
- Support development of relocation plans and relocation scenarios for offices impacted by federal building dispositions or mission changes.
- Assist with development and review of Program of Requirements (PORs), SF-81 Requests for Space, business case analyses, and executive briefings.
- Track and analyze space utilization metrics and occupancy data to support informed government decision-making.
- Prepare and deliver weekly, monthly, quarterly, and annual reports related to occupancy agreements, space utilization, leasehold improvements, and real property actions.
- Conduct on-site facility assessments and site visits to evaluate current conditions, utilization, and space deficiencies.
- Maintain accurate documentation and reporting within systems of record such as ServiceNow and related government platforms.
- Ensure compliance with Office of Management and Budget (OMB), Federal Management Regulations (FMR), Federal Acquisition Regulations (FAR), DHS directives, and GSA regulations.
- Support transition planning, onboarding, and operational readiness activities associated with contract execution.
- Minimum of seven (7) years of experience supporting federal government real estate, occupancy agreements, leasing, or facilities management programs.
- Demonstrated experience working with federal real property policies, occupancy agreements, and GSA leasing processes.
- Experience supporting space planning, relocation coordination, and portfolio optimization initiatives.
- Strong analytical, organizational, and communication skills with the ability to prepare executive-level reports and briefings.
- Experience conducting site assessments, utilization studies, and business case analyses.
- Proficiency with Microsoft Office Suite and familiarity with systems such as ServiceNow, AutoCAD, Tririga, or related facilities management tools.
- Ability to manage multiple priorities and work collaboratively with government personnel and stakeholders.
- Must reside within the National Capital Region (NCR) and be able to report to government facilities as required.
- Active Certified Commercial Investment Member (CCIM) certification preferred.
- Active Federal Acquisition Certification in Contracting (FAC-C) certification for Leasing Contracting Officers within the last five (5) years preferred.
- Must be a U.S. citizen and able to obtain and maintain a DHS suitability determination and HSPD-12 PIV card.
- Bachelor's degree in real estate, Business Administration, Facilities Management, Urban Planning, Public Administration, or a related field preferred.
