This is a Direct Hire Public Notice. For qualifications determinations, it is recommended that applicants include their months and hours worked per week for each employment listed on their resume. All qualifications and education requirements must be met by the closing date of this announcement and clearly documented in your resume.
To qualify at the WG-05 level, your background must demonstrate that you are able to perform Electrician Helper tasks, including assisting a journeyman in laying out, assembling, and installing a variety of wiring systems. I can perform simple, routine electrical tasks with minimum supervision.
To qualify at the WG-08 level, your background must demonstrate that you are able to perform advanced trainee Electrician tasks, including assisting a journeyman with new installations and installing new electrical circuits. I can plan and lay out work according to rough sketches, blueprints, or verbal instructions under general supervision, where tasks are observed in progress and upon completion.
To qualify at the WG-10 level, your background must demonstrate that you are able to perform the most difficult and complex Electrician tasks as an expert with a high degree of independence. I provide work guidance to lower-graded electrical workers, work directly from building plans, blueprints, and wiring diagrams, and use trade formulas to calculate common electrical properties such as resistance, voltage, current, and power.
EXPERIENCE: A specific length of training and experience is not required, but you must show evidence of training or experience of sufficient scope and quality of your ability to do the work of this position. Evidence which demonstrates you possess the knowledge, skills, and ability to perform the duties of this position must be supported by detailed descriptions of such on your resume.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). You will receive credit for all qualifying experience, including volunteer experience.
SCREEN-OUT ELEMENT: Your qualifications will first be evaluated against the prescribed screen out element, which usually appears as question 1 in the on-line questionnaire. Those applicants who appear to possess at least the minimal acceptable qualification requirement are considered for further rating; those who do not are rated ineligible and are eliminated. The potential eligibles are then rated against the remainder of the questions. The screen-out element for this position is Edit Item Ability to Use and Maintain Hand Tools (Electrical Work)
JOB ELEMENTS: Those who meet the minimum level of experience and training for the screen-out element will then be evaluated in each of the following job elements:
PHYSICAL EFFORT/REQUIREMENTS: Work requires the incumbent to stand, stoop, bend, kneel, climb and work often from ladders, scaffolding and to work in uncomfortable positions. The incumbent frequently lifts, carries, and sets up parts, tools, and equipment that weigh up to 20 pounds and less often up to 40 pounds. Occasionally with assistance, the incumbent must lift or move moderately heavy objects weighing in excess of 40 pounds.
WORKING CONDITIONS: Work is performed both on the interior and exterior of buildings. Work must sometimes be performed during exposure to inclement weather; in work areas that are noisy, dirty, dusty, and greasy. The Incumbent is occasionally exposed to the possibility of injury from falling, electrical shock, burns, and electric motor driven equipment and is frequently exposed to the possibility of cuts and bruises.
ACTIVE DUTY SERVICE MEMBERS: Federal agencies treat active duty service member as veterans, disabled veterans, and preference eligible, when they submit, as part of their application package, a "certification" of active service in lieu of a DD-214, indicating the service member is otherwise eligible and will be discharged or released within 120 days from the date of submission.. A "certification" letter should be on letterhead of the appropriate military branch of the service and contain (1) the military service dates including the expected discharge or release date; and (2) the character of service. This "certification" must include your rank, dates of active duty service, type of discharge and character of service (i.e. honorable), and date any terminal leave will begin. - Performs the full range of journeyman-level electrician duties, applying a thorough knowledge of electrical principles to install, maintain, modify, test, troubleshoot, and repair secondary power distribution and building electrical systems.
- Provides work guidance to lower-graded electrical workers and/or helpers as needed, working alone or as a member of a crew.
- Works from building plans, blueprints, wiring diagrams, and engineering drawings to plan and lay out the routing, placement, type, size, and safe operation of electrical lines and systems.
- Performs assigned scheduled maintenance, including system inspections, tests, and adjustments.
- Troubleshoots deficiencies or malfunctions, determines and orders the required parts, and executes all necessary repairs and corrective actions.
