Duties

• Develop policy and guidance for all aspects of master planning, space assignment, Facility Investment Plan, and other repair related programs
• Provide quality assurance for the Installation Real Property Planning Board process.
• First line supervisor to civilian employees assigned to the Division and overseer of contractor employees within the Division.
• Direct the development and maintenance of the installation's Real Property Master Plan (RPMP)
• Ensure all planning efforts and proposed actions comply with the National Environmental Policy Act (NEPA)
• Prepare and maintain Master Planning Instructions (MPI) prescribing procedures for long range analysis, land use studies, transportation plans, utilities studies, historic preservation, and natural resources plans.
• Conduct strategic executive-level communication high level authorities with intergovernmental partners
• Interpret policy from higher headquarters and develop local guidance that aligns with Installation Management Command (IMCOM) goals and objectives.
• Collaborate with Garrison stakeholders on military facility establishment projects while adhering to public laws, executive orders, and higher headquarters' directives.
• Lead the management of the Installation's Annual Work Plan and development of the long-rang Facility Investment Plan.
• Serve as staff proponent for user-requested changes during the design and construction life cycle of projects.

Basic Requirement for Community Planner (GS-0020)

A. Degree: Bachelor's Degree (or higher degree) in community planning; or related field such as urban affairs, architecture, landscape architecture, engineering, sociology, geography, economics, political science, or public administration that included at least 12 semester hours in the planning process, socioeconomic and physical elements of planning, urban and regional economic analysis, and development finance.

Note: Applicants with degrees in related fields, such as those listed above, who do not have the 12 semester hours of specified course work must have had at least 1 year of work experience in community planning acquired under the supervision and guidance of a community planner.

B. Degree and Work Experience: Bachelor's degree (or higher degree) in a field related to community planning such as urban affairs, architecture, landscape architecture, engineering, sociology, geography, economics, political science, or public administration and possess at least one-year of work experience in community planning acquired under the supervision and guidance of a community planner.

OR

C. Combination of Education and Experience: Courses equivalent to a major in one of the disciplines, as shown in A above, or a combination of related courses totaling at least 24 semester hours in any combination of the disciplines, as shown in A above, of which at least 12 semester hours were in the planning process, and socioeconomic and physical elements of planning, plus appropriate experience or additional education.

Basic Requirement for Architect (GS-0808)

A. Degree: Bachelor's degree (or higher degree) in architecture or in a related field that included 60 semester hours of course work in architecture or related disciplines of which at least (1) 30 semester hours were in architectural design, and (2) 6 semester hours were in each of the following: structural technology, properties of materials and methods of construction, and environmental control systems.

B. Combination of Education and Experience: College-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the arts and sciences underlying professional architecture, and (2) a good understanding, both theoretical and practical, of the architectural principles, methods, and techniques and their applications to the design and construction or improvement of buildings. The adequacy of such background must be demonstrated by at least one of the following:

(1) Related Curriculum - Degree in architectural engineering provided the completed course work in architectural engineering provided knowledge,
skills, and abilities substantially equivalent to those provided in the courses specified in statement A above,

OR

(2) Experience: 1 year of experience in an architect's office or in architectural work for each year short of graduation from a program of study in
architecture. In the absence of any college courses, 5 years of such experience is required. This experience must have demonstrated that you have acquired a thorough knowledge of the fundamental principles and theories of professional architecture.

In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:

Specialized Experience: One year of specialized experience which includes 1) Guiding construction requirements, design, and infrastructure planning for compliance with local standards, building codes, and environmental policies; AND 2) Managing project documentation, long-range facility investment plans, and installation's annual work plan for military and non-military construction; AND 3) Coordinating stakeholder engagements for long-and short-range construction planning in accordance with established requirements and policies. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12).

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-12).
