You will receive credit for all qualifying experience, including volunteer experience.

Substitution of education may not be used in lieu of specialized experience for this grade level.

This position is subject to an initial drug screening, and random testing thereafter. A negative drug test result must be received by HR within 30 calendar days after the EOD (i.e., start date). As a ETHICS PROGRAM MANAGER at the GS-0301-12/13 some of your typical work assignments may include:
- Direct and oversee the agency-wide Ethics Program as the senior technical authority to ensure enterprise compliance.
- Draft legally binding conflict of interest disqualification memoranda and post-government employment advisory opinions.
- Review and certify public and confidential financial disclosure reports (OGE 278/450) as a delegated reviewing official.
- Design, develop, and evaluate comprehensive agency-wide ethics training curriculums for senior leaders and staff.
- Serve as the definitive authority on procurement integrity for high-value and sensitive source selection processes.
- Direct litigation supports strategies and discovery production for proceedings before federal boards and commissions.
- Manage specialized legal portfolios, including FOIA, Civil Liberties, the Trademarks Program, and the General Counsel budget.

A. One year of specialized experience equivalent to the GS-12 grade level in the Federal service:
- Serves as a subject matter expert who provides definitive guidance on complex ethics statutes, financial disclosures, and conflict of interest violations.
- Leads the research and evaluation of highly sensitive data to interpret landmark legal decisions and advise senior leadership, as well as overseeing the drafting of complex litigation recommendations.
- Manages the review process for public financial disclosure and prohibited holdings reports, evaluating the overall effectiveness of the organization's ethics program for statutory compliance, and developing comprehensive, strategic ethics training curriculums tailored for senior executives and managers.
You may qualify at the GS-12, if you fulfill the following qualifications:
A. One year of specialized experience equivalent to the GS-11 grade level in the Federal service:
- Conducting independent research, analysis, and evaluation of data to respond to complex legal requests, which includes drafting briefs, pleadings, and litigation recommendations to support attorneys.
- Demonstrating proficiency in executing ethics programs by advising personnel on the application of ethics statutes, reviewing confidential and public financial disclosure reports, and recommending corrective actions for potential conflict of interest violations.
- Experience examining a wide variety of legal documents, managing information via electronic or manual filing systems to prepare formal leadership recommendations, and designing ethics training courses and materials for various organizational levels.
