Job Description:
Parsons is seeking passionate, skilled, and experienced professionals to join a major program and construction management team that is dedicated to supporting a large government customer in the DC area to successfully deliver a significant renovation project.
In our anticipated role, Parsons will provide Owner's Agent Construction Management Services including Program Management, Construction Management, Risk Management, Scheduling, Cost Estimating, Progress Reporting, Construction Quality Assurance, Safety, and other supporting services to achieve program success.

Salary Range: $148,300.00 - $266,900.00

Job Description:
Parsons is seeking passionate, skilled, and experienced professionals to join a major program and construction management team that is dedicated to supporting a large government customer in the DC area to successfully deliver a significant renovation project.
In our anticipated role, Parsons will provide Owner's Agent Construction Management Services including Program Management, Construction Management, Risk Management, Scheduling, Cost Estimating, Progress Reporting, Construction Quality Assurance, Safety, and other supporting services to achieve program success.
What You'll be Doing
- Establishes guidance, direction, and provides program leadership for Parsons efforts on all Construction Management activities.
- Within our Authority as Owner's Agent, advises on and implements solutions to Program level technical and contractual challenges to maintain construction progress of general contractors.
- Supports development of key performance indicators for program success including safety, quality control, schedule and financial performance metrics. Provides upward reporting to client on activities that are clear and accurate.
- Coordinates with key program stakeholders.
- Manages all internal project phases for Parsons successful execution including planning, recruiting, mobilization, sustainment, and program execution.
- Identifies design and construction risks along with project specific mitigation strategies.
- Assesses present and future program needs, trends, and challenges; determine resources required to meet project objectives; direct efforts to acquire and retain necessary resources to meet program performance metrics.
- Mobilizes company resources, through liaison with support departments, other offices, or subsidiaries, to create project teams capable of completing effective, quality work.
- Monitors and reports to management on the progress of all project activity within the program, including significant milestones, and any conditions, which would affect project cost or schedule.
- Provides oversight of the program and performance to meet financial, schedule, deliverable and safety targets.
What Required Skills You'll Bring:
- Bachelor's degree in related field (Engineering or CM preferred). Master's degree preferred
- Must possess an active secret clearance
- 15+ years of broad and diversified experience related to Owner's Agent PM/CM services including large, complex programs.
- Experience on major Construction or Renovation projects with constructed value over $250M. Experience with phased renovation projects of occupied buildings with historical implications is preferred.
- Excellent written and oral communications skills.
- Advanced leadership skills with ability to perform in a Senior management capacity.
- Proven ability for managing a large group of personnel within field of expertise and providing direction for resolving complex work assignments.
- Expert knowledge of standard practices for Construction Management.
- Demonstrated ability to assess risk areas and risk mitigation across different contract types and market spaces, with extensive knowledge of risk identification and mitigation strategies related to large construction programs.
What Desired Skills You'll Bring:
- TS/SCI level clearance is desired
- Professional Registration as PE or RA
- Certification as PMP and/or CCM
- Certification of OSHA safety requirements on construction projects (OSHA 10/OSHA 30).
- Certification of USACE/NAVFAC Construction Quality management (CQM)
- Experience managing large programs using Progressive Design Build, CM at Risk, or other early contractor involvement
