As the Supervisory Information Technology Specialist (PLCYPLN/INFOSEC) GS-15, serving as the Chief of the Technology Enhancement Division and Agency Chief Technology Officer (CTO), you will be responsible for the following duties:
- Serves as the Agency Chief Technology Officer (CTO), providing enterprise-wide technical vision, strategy, and direction for IT infrastructure, cybersecurity, applications, and enterprise systems supporting global commissary operations.
- Directs the planning, development, integration, and sustainment of enterprise IT systems, including network infrastructure, telecommunications, data centers, service desk operations, and business applications.
- Provides authoritative technical and managerial oversight of enterprise architecture, cybersecurity compliance (DoD and USCYBERCOM), continuity of operations (COOP), and IT governance frameworks.
- Exercises full supervisory authority over subordinate GS-2210 IT leadership staff responsible for applications, systems analysis, cybersecurity, data management, networking, and IT support operations.
- Leads enterprise risk management, system planning, configuration management, and IT budget formulation and execution for mission-critical programs.
- Represents the Agency in executive-level engagements with DoW, DoD, GAO, Congress, industry executives, and interagency partners on IT strategy, investments, and modernization initiatives.
- Directs acquisition strategy development, market analysis, and source selection activities, serving as Source Selection Authority when designated.
- Develops and implements enterprise IT performance metrics, governance models, and investment strategies to ensure alignment with mission priorities and fiscal accountability.
- Oversees integration of disparate systems across DoD and exchange partners to improve interoperability, efficiency, and mission effectiveness.
- Evaluates and directs modernization efforts, recommending acceleration, modification, or termination of IT initiatives based on cost, risk, and mission impact.

- Directing multiple subordinate IT organizations or functional areas (e.g., infrastructure, applications, cybersecurity, networks, enterprise services).
- Providing enterprise-wide leadership and final authority over IT strategy, architecture, governance, cybersecurity, and operational execution.
- Leading major IT modernization, integration, acquisition, and sustainment efforts, including contract oversight and source selection for complex systems.
- Managing enterprise IT budgets and representing the organization in executive-level negotiations, interagency engagements, and high-impact IT policy forums.
