Job Description

Blu Omega is hiring a Data Linkage Program Manager to oversee delivery of a high-impact federal data program supporting NIH research. This role is responsible for program execution, compliance, risk management, and stakeholder coordination across complex data linkage operations.

You'll ensure delivery of secure, compliant, and high-quality data products while managing cross-functional teams and federal stakeholders.

Responsibilities:
  • Lead program oversight for federal data linkage operations
  • Manage delivery across data access, linkage, processing, and distribution workflows
  • Ensure compliance with CMS, NIH, FISMA, and NIST 800-53 requirements
  • Oversee risk management, QA, and data security practices
  • Coordinate with federal stakeholders on DUAs, data access, and reporting
  • Track program performance through metrics, dashboards, and reporting
  • Support secure delivery of data in cloud/enclave environments
  • Drive process improvements using automation and AI-enabled workflows
  • Lead cross-functional coordination across technical, security, and operations teams


Qualifications:
  • PhD in Bioinformatics, Health Services, Economics, or related field
  • 5+ years leading federal data or analytics programs
  • Experience with federal data security and compliance frameworks
  • Understanding of data linkage methodologies and lifecycle
  • 2+ years in risk management, QA, or data security for federal datasets
  • Proven ability to lead teams and deliver in complex federal environments
  • Strong communication and stakeholder management skills


Nice to Have:
  • Experience with CMS data, DUAs, or federal research programs
  • Familiarity with secure data enclaves or regulated cloud environments
  • Exposure to AI/automation in data operations or analytics workflows

Compensation
Salary Range: $150,000 - $200,000
Final compensation is based on technical skills, experience, education, certifications, and clearance.
