Summary
The MIL Corporation seeks a Federal Leasing Specialist (Business Analysis, Sr. Analyst) professional to support a government client in providing federal leasing and real property acquisition support for space requirements, lease actions, and audit-ready lease documentation. The role supports the planning, solicitation, analysis, negotiation, award, and file management of new and expiring leases, while ensuring compliance with applicable agency and GSA policies and reporting requirements.
This position currently requires a hybrid schedule, with telework readiness and occasional on-site support at government facilities in the Washington, DC area, based on client requirements. Schedule is subject to change based on company/contract requirements.
This position is currently unfunded and is being posted in anticipation of a future contract award and funding approval. We are proactively identifying and engaging with qualified candidates. While candidates may be contacted for pre-screening, any hiring decisions will be contingent upon funding availability and final program requirements or client approval.

Responsibilities
- Collaborate with agency program offices and end users to define, validate, and document new space requirements and changes to existing requirements.
- Develop acquisition plans and project schedules for new leases, lease renewals, and expiring lease actions.
- Analyze requirements to determine the appropriate acquisition strategy based on lease term, square footage, location, and special space requirements.
- Conduct market surveys to identify suitable properties, assess market conditions, and determine fair market rental rates.
- Prepare and issue public advertisements for required space, including postings such as SAM.gov notices, as applicable.
- Develop negotiation objectives and prepare pre-negotiation memoranda for government review.
- Draft and issue Requests for Lease Proposals (RLPs) based on approved requirements.
- Receive, review, and evaluate lease proposals through technical and financial analysis.
- Serve as lead negotiator with lessors and their representatives regarding price, lease terms, conditions, and tenant improvement build-outs.
- Document negotiations and prepare post-negotiation memoranda and award summaries.
- Prepare, assemble, and maintain complete, audit-ready lease files for each project, including acquisition plans, market survey documentation, solicitations and amendments, proposals, evaluations, memoranda, lease documents, and related correspondence.
- Submit complete lease packages to the Government Lease Contracting Officer and legal counsel for final review, approval, and execution.
- Coordinate directly with GSA Public Buildings Service representatives for projects performed under GSA authority or delegation.
- Ensure all leasing actions and documentation comply with GSA policies, NOAA requirements, and federal reporting expectations.
- Provide professional written and oral communication, status updates, and ad hoc documentation as requested by the COR or program leadership.

Required Qualifications
- Minimum 5 years of relevant experience in federal leasing, real property, space acquisition, facilities support, or related government realty operations.
- Demonstrated experience developing lease acquisition documentation, supporting or leading negotiations, and maintaining complete contract or lease files.
- Working knowledge of GSA leasing practices, federal space acquisition processes, and real property documentation standards.
- Strong analytical skills, including the ability to perform technical and financial analysis of lease proposals and market data.
- Strong written and verbal communication skills, including the ability to draft formal memoranda, solicitations, summaries, and correspondence.
- Proficiency with Microsoft Office applications, especially Excel, Word, PowerPoint, Adobe Acrobat, and Project, as appropriate to the position.
- Ability to manage multiple concurrent lease actions, meet deadlines, and maintain organized, audit-ready documentation.
Desired Qualifications
- Experience working with NOAA, Department of Commerce, GSA Public Buildings Service, or other federal civilian agencies on lease acquisition or real property support activities.
- Familiarity with pre-negotiation and post-negotiation memoranda, lease scoring concepts, tenant improvement build-out coordination, and audit-readiness practices.
- Experience supporting lease file reviews by legal counsel, contracting officials, auditors, or internal control stakeholders.
- Knowledge of federal records management, real property accountability, and compliance-focused documentation practices.
- Professional certification in federal acquisition, leasing, real property, project management, or contract management is preferred.
