EMPLOYMENT NOTE -
This is a full-time position contingent upon contract award. The proposed candidate may be designated as key personnel for the contract, and STi is actively identifying qualified candidates with IT cost estimation, lifecycle cost analysis, SEER, GAO/CPIC/PMI, ROM, IGCE, WBS, and federal IT investment support experience.
POSITION OVERVIEW -
STi is seeking a Senior IT Cost Estimation Consultant to support a Library of Congress requirement focused on developing, reviewing, and improving cost estimates for IT programs and projects. This position will support the Library’s efforts to produce quality cost estimates for IT investments using industry best practices, GAO and OIG guidance, and federal cost estimating methodologies.
The Senior Consultant will serve as key personnel and will be responsible for supporting IT cost estimation activities across selected programs and projects, including lifecycle cost estimates, WBS-based estimates, labor-hour and schedule analysis, sensitivity analysis, Monte Carlo risk analysis, ROM estimates, project charter cost estimates, IGCE documentation, and cost estimate quality reviews.
This is an excellent opportunity for an experienced cost estimation professional with a background in IT, software, hardware, infrastructure, cloud/SaaS, acquisition, CPIC, or federal program/project cost analysis.
KEY RESPONSIBILITIES -
- Develop cost estimates for IT programs and projects, including full lifecycle cost estimates covering maintenance, training, ongoing support, integration, and related project cost elements.
- Apply parametric cost estimating methods to estimate five-year lifecycle costs for IT programs and projects using the SEER Cost Estimation product suite.
- Support cost estimates for enterprise infrastructure projects, including security, database, and IT server projects, as well as software application projects, in-house developed solutions, and cloud/SaaS applications.
- Perform program and project sizing by identifying and quantifying cost factors based on technical baselines, project inputs, requirements, assumptions, labor categories, schedule, and risk drivers.
- Produce cost estimate management reports, including Work Breakdown Structures, labor-hour estimates, schedules, sensitivity analysis, and Monte Carlo risk analysis.
- Monitor and capture planned and actual costs in the Library’s authoritative Program and Project Management system, currently identified as ServiceNow PPM.
- Review IT cost estimates for quality, consistency, accuracy, and adherence to Library cost estimating documentation standards, policies, and procedures.
- Provide independent, objective reviews of cost estimates at different lifecycle stages, including ROM estimates, project charter labor-hour/cost estimates, and IGCE documentation.
- Support cost estimating process improvement by reviewing GAO, OMB, CPIC, PMI, and related best practices against existing Library cost estimating processes.
- Provide cost estimating guidance, recommendations, and expert advice to OCIO, PMO, IT Partner Engagement, and other stakeholder groups.
- Gather and input project actuals into SEER to support analogous cost estimation.
- Maintain Library labor categories and rates in SEER and support the development of standard cost estimation templates as needed.
- Prepare and support required deliverables, including weekly status reports, quarterly status reports, project management documentation, quality control documentation, cost estimate reports, analysis, reviews, and recommendations.

REQUIRED QUALIFICATIONS -
- Minimum of five years of combined experience in IT cost estimating and information systems development, acquisition, operations, or maintenance.
- Experience analyzing project requirements to accurately estimate IT project costs.
- Minimum of two years of experience applying one or more of the following:
○ GAO Cost Estimating and Assessment Guide
○ GAO Agile Assessment Guide
○ Capital Planning and Investment Control
○ Program Management Institute cost estimating best practices
○ Federal IT investment or acquisition cost estimating methodologies
- Demonstrated ability to support the preparation of hardware and software cost estimates.
- Experience developing or reviewing cost estimates involving WBS, labor hours, schedules, technical assumptions, risk factors, sensitivity analysis, ROMs, lifecycle costs, or IGCE documentation.
- Bachelor’s degree or equivalent education.
- Strong written communication skills, including the ability to prepare clear cost estimate documentation, reports, recommendations, and process guidance.
- Ability to work independently and provide senior-level cost estimation support without day-to-day supervision from the customer.
- Ability to complete required Library of Congress onboarding, information systems security training, access forms, and records/security-related training as applicable.
PREFERRED QUALIFICATIONS -
- Experience using the SEER Cost Estimation product suite.
- Experience with ServiceNow PPM or similar program/project management systems.
- Experience supporting federal IT programs, OCIO organizations, PMOs, CPIC processes, acquisition support, software development projects, enterprise infrastructure projects, or cloud/SaaS initiatives.
- Experience preparing or reviewing Independent Government Cost Estimates, ROM estimates, lifecycle cost estimates, or project charter cost estimates.
- PMP, FAC-P/PM, CCEA, PCEA, or SCEC certification.
- Experience with Monte Carlo risk analysis, sensitivity analysis, parametric estimating, analogous estimating, or cost model development.
- Experience supporting Library of Congress, legislative branch, federal civilian, DoD, or other government customers.
EDUCATION/CERTIFICATION -
Bachelor’s degree is preferred/required based on solicitation qualifications. In lieu of BS/BA, the Library may accept training and certification in one of the following:
- PMP
- FAC-P/PM
- CCEA
- PCEA
- SCEC
