Job Description
Duties
DUTY 1:
Serves as a primary Air Force technical advisor to the Director of HAF/A35D, SECAF, CSAF, and HAF Deputy Chiefs of Staff, and acts as the official AF representative to OSD, JCS, and Congressional staffs for Joint and Air Force requirements generation within the Rapid Global Mobility enterprise.
DUTY 2:
Serves as the definitive Subject Matter Expert (SME) and primary technical advisor for all facets of Counter-Unmanned Aircraft Systems (C-UAS).
DUTY 3:
Serves as principal advisor to HAF/A3D Director of Operations, providing oversight for all C-UAS efforts.
DUTY 4:
Directs the operational integration of /C-UAS capabilities to ensure mission readiness and effectiveness.
DUTY 5:
Proposes and manages future C-UAS related studies, analyses, and evaluations within the Department agencies to improve overall Air Force headquarters C-UAS program.

In order to qualify, you must meet the Specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Administrative and Management Positions.
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-13, or equivalent in other pay systems that equipped the applicant with the knowledge, skills, and abilities (KSAs) to successfully perform the duties of the position. Examples of specialized experience include expertise in strategic program management and policy formulation for Counter-Unmanned Aircraft Systems (C-UAS), ability to direct complex initiatives across enterprises, interagency, and Headquarters Air Force (HAF) environments. In-depth understanding of UAS/C-UAS technical architectures, Joint/Service doctrine, and airspace regulatory compliance driving the execution of multifaceted operations, comprehensive training programs, and rigorous technical risk assessments to optimize system performance and mission readiness. Operational acumen to integrate with a comprehensive mastery of the Federal, DoD, and Air Force Planning, Programming, and Budgeting System (PPBS) to effectively evaluate program milestones and coordinate with diverse command entities, strategic communication and relationship management skills, highlighted by a track record of advising senior military (GO/FO) and civilian (SES) leadership, leading interdepartmental coordination, and engaging Congressional staff to advance critical Air Force objectives. Direct the review and oversight of mission-critical requirements documentation.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Applicants must have served at least 52 weeks at the GS-13 or higher grade (or equivalent in an alternate pay system) within the Federal Civil Service to be considered for referral. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Authoritative expertise in strategic program management and policy formulation for C-UAS. Proven ability to navigate and direct complex initiatives across large-scale enterprise, interagency, and interdepartmental environments.
2. In-depth Knowledge of UAS and C-UAS technical architecture, operational capabilities, and Joint/Service-level doctrine.
3. In-depth Knowledge Headquarters Air Force (HAF) airspace integration, regulatory compliance, and command structures, coupled with authoritative expertise across the full spectrum of C-UAS operations and enterprise management.
4. Expertise in communication and relationship management skills, with proven experience advising and collaborating with senior military (GO/FO) and civilian (SES) leadership across all levels of government. Demonstrated expertise in driving interagency coordination and engaging effectively with Congressional staffs and Public Affairs.
5. Expertise in conducting rigorous technical analyses and comprehensive risk assessments to evaluate system performance and identify operational vulnerabilities.
6. Expertise in directing and executing complex, multi-faceted operations and comprehensive training programs to ensure mission readiness and enterprise-wide effectiveness.

- Mobility is a condition of employment; employees must sign an Air Force-wide mobility agreement.
- Must be able to obtain and maintain the appropriate TOP SECRET (SCI) security clearance.

- PCS cost will be paid IAW Career Broadening Policy under this agreement.
- Career Broadening positions are managed by AFPC/DPZ and are centrally funded.
- Positions are established specifically to provide developmental experience designed to broaden the skills and/or enhance the leadership perspective of a high-potential, mid-level manager.
- Career Broadening also provides training and developmental opportunities at various organizational levels.
- These assignments offer the qualified candidate a unique assignment in that the candidates brings certain experience to the assignment while gaining new experiences in a different work environment
- TEMPORARY PROMOTION: If the position is filled as a temporary promotion, upon completion of the career broadening assignment, the temporary promotion may lead to permanent promotion without further competition
- This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Demand Reduction Program. Employee must pass initial and periodic short notice drug testing.
- Travel by regularly scheduled commercial or military conveyances IAW Joint Travel Regulations may be required in performance of TDY
- Employee may be required to work other than normal duty hours, to include evenings, weekends and/or holidays

- Key position. The duties of this position meet all requirements as a category 4 designation and shall not be vacated during a national emergency or mobilization.
- This is a Mission Essential (ME) position performing a Mission Critical Function (MCF) which must continue uninterrupted after the occurrence of an emergency and continued through full resumption of all functions.
- Qualified C-UAS operator experience and system knowledge is highly desired for the successful completion of the work.
- Joint Air Operations Airspace Management/Integration experience is critical to the successful completion of the work.
- Air Traffic Control experience highly desired for the successful completion of the work.
- May be required to direct the work and/or train military personnel, federal employees and contractors.
