Northrop Grumman Aeronautics Systems has an opening for a Manager Supply Chain Programs 2 to join our team of qualified, diverse individuals in the Global Supply Chain Program Management organization. This leadership position will be located onsite in Rancho Bernardo, California.

This role is for a RQ-4 GSC Program Manager 2 and will be responsible, accountable and have the authority for the operational efficiency, strategy, planning, and execution associated with the GSC statement of work (SOW) for the RQ-4 Program. This role is part of the GSC Program Management team and will be challenged to resolve issues and implement solutions, in a fast-paced environment - including process improvements, tools, metrics, data integration, and coordination and collaboration with key GSC and program stakeholders.

Primary Level Salary Range: $146,600.00 - $219,800.00
The above salary range represents a general guideline; however, Northrop Grumman considers a number of factors when determining base salary offers such as the scope and responsibilities of the position and the candidate's experience, education, skills and current market conditions.
Depending on the position, employees may be eligible for overtime, shift differential, and a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives. In addition, Northrop Grumman provides a variety of benefits including health insurance coverage, life and disability insurance, savings plan, Company paid holidays and paid time off (PTO) for vacation and/or personal business.

Essential Functions:
- Coordinates cross-functionally to ensure that all supply chain commitments are met, and that appropriate integrated mitigation or opportunity plans are developed and executed to address any organizational or programmatic risks and opportunities related to procurement supply chain
- The Manager will serve as a focal point with Responsibility, Accountability, and Action (RAA) to the Operating Unit Leader within the GSCPM team
- Responsible for developing and executing GSC strategies to support the build process on the program, with focus on achieving affordability, operational efficiency, safety and first-time quality targets
- Responsible for the accurate integration and management of cost and schedule data in support of the Earned Value Management baseline
- Proposal management to ensure the timely and quality submittal of Prime proposals
- Management of material financials in support of Program financial goals
- Schedule performance
- Risk/opportunity management
Basic Qualifications:
- Bachelor's Degree with 5 years of experience in supply chain management, program management, project management, sustainment, proposals, procurement, resource planning or accounting, OR a Master's Degree with 3 years of experience in supply chain management, program management, project management, sustainment, proposals, procurement, resource planning or accounting OR High School Diploma/Equivalent with 9 years of experience in supply chain management, program management, project management, sustainment, proposals, procurement, resource planning or accounting
- Must have a minimum of 2 years experience leading a team, process, and/or project
- Must have knowledge of FAR and DFARS
- Must have SAP experience
- Experience conducting presentations to and collaborating with Senior Leadership
- At minimum, an active U.S. Government Secret level clearance is required to apply and to start the role, with the ability to obtain and maintain U.S. Government Top Secret clearance within a reasonable amount of time as determined by the Company to meet its business needs
Preferred Qualifications:
- CAM Experience or Training
- Knowledge of Earned Value Management System (EVMS)
- Proficient in Microsoft Office suite. Must have ability to create presentations that proficiently present problems and propose solutions to senior level management. An advanced level of proficiency in the use of Excel (pivot tables, vlookups etc) is preferred.
- Master Degree in Business, Global Supply Chain or Project Management
- Risk mitigation experience
- Experience working on high dollar development Subcontracts (i.e. Cost Reimbursable type contracts)
- Experience with financial forecasting and modeling
