Job Description

Koniag Professional Services, LLC, a Koniag Government Services company, is seeking a Senior Cost Estimator with a TS/SCI security clearance to support KPS and our government customer in Warrenton, VA.

Koniag Professional Services, LLC currently has an opening for a Senior Cost Estimator for the Defense Information System's Agency (DISA). The successful candidate will assist Government Customers with developing, maintaining, and analyzing Cost Estimates; and Cost Analysis Requirements Descriptions (CARD). In addition, the candidate will provide operational financial management and budget execution, in direct support of the Government Customers.

Essential Functions, Responsibilities & Duties may include, but are not limited to:
  • Assist with the development and refinement of Government Cost estimation models.
  • Develop, maintain, and update credible, defensible, and replicable cost estimates (including Life-Cycle Cost Estimates, Independent Government Cost Estimates, Cost/Budget Excursions, ROMs, Program Contractor Cost Estimate, in support of annual Program Objective Memorandum (POM) submissions) for the Government Customers in any phase of the acquisition life cycle.
  • All cost estimates shall be developed in accordance with the applicable program documents to include but not limited to the Cost Analysis Requirements Description (CARD) and Program Work Breakdown Structure (WBS).
  • Assess technical requirement, program performance, cost, and schedule risk as applicable to the cost estimate and appropriately factor any risk and uncertainty into the cost estimates.
  • Consult the appropriate technical experts/teams when determining risk and uncertainty and document all rationale and sources.
  • Use Government approved cost estimating tools/software to perform the estimates and utilize appropriate data from Government approved published database to include but not limited to Cost Assessment Data Enterprise (CADE).
  • Provide in-depth documentation for all details, methodologies, and assumptions used in the cost estimates in accordance with, DoD instructions, regulations, and local guidance.
  • Source data shall be documented in accordance with local/program office instructions, replicable by WBS and encompassed within the cost model.
  • Assist in the development of Program WBS as required to ensure and maintain compliance with Military Standard 881F (13-MAY-2022), Defense Cost and Resource Center, Office of the Secretary of Defense/Cost Assessment and Performance Evaluation requirements.
  • All cost estimates shall use the appropriate, approved WBS as the framework for building the cost estimate.
  • Collect software, cost, and schedule performance data from relevant historical analogous programs for utilization in cost analysis and integration with the Defense Cost and Resource Center.
  • Normalize the raw cost data and actual software/cost data collected from the Program Contractor.
  • Once the raw data has been collected, complete documentation of the inputs (to include storage of the original raw data formats), normalization methodologies, and results shall be included in, at a minimum, the Government storage repository.
  • Prepare comprehensive reports, papers, and/or presentations that explain all facets of the cost estimate and justify the results, reasonableness of the results, and provide cross checks for major WBS elements or cost drivers.
  • Prepare Cost Estimate Review (CER) presentations and participate in formal estimate reviews as directed by the Government.
  • Cost Estimate Review presentations shall be in government approved format and approved by the appropriate government cost lead.
  • Prepare Cost Analysis Requirements Descriptions (CARD) in government approved format to ensure consistency, completeness, and thoroughness regarding the adequacy of the document to provide sufficient detail to promote Life Cycle Cost (LCC) estimating.
  • The document evaluation shall at a minimum include formal reviews at the directions of the appropriate government cost lead to ensure compliance with the following: the ASP, Risk Management Plan, Operational Requirements Documents, DoD 5000.4-M, DoDI 5000.73, MIL-STD-881, and other applicable reference/compliance documents and local guidance.
  • Prepare comprehensive reports, papers, and/or presentations that explain all facets of the Cost Analysis Requirements Descriptions (CARD) to justify results and make recommendations.
  • Reviews incoming 7600B's and MIPRs for accuracy and completeness
  • Reviews agreement & total payment log to ensure ceiling is accurate to process payment
  • Assigns RMO # and update funding log with payment information
  • Prepares coversheet & corresponding documentation for folder & submission
  • Returns to customer for additional information, signatures or corrections if needed
  • Reviews & Signs O2C coversheet or return for correction
  • Submits payments and all documentation to O2C Team & update funding log
  • Identifies and proposes funding solutions for the portfolio
  • Reviews and analyzes budget proposals and funding requests, along with identifying anticipated impact on proposed decisions for the portfolio
  • Conducts cost-benefit analyses to determine value.
  • Reviews funding requests and makes recommendations to the Government.
  • Performs analysis on budget to develop leadership insights and presenting results
  • Reviews budget recommendations with senior leaders.
  • Conducts spend plan preparation and maintenance, budget exhibit preparation, and financial execution metrics tracking and reporting.
  • Tracks, monitors, and documents funding move requests for the organization through Military Interdepartmental Purchase Requests (MIPRs).
  • Monitors spending to ensure it remains within budget.
  • Estimating and forecasting future financial needs.
  • On behalf of the Government Customers, prepares funds briefings, financial planning requirements, budget reviews and congressional submissions, financial data calls, annual program plans, open commitment/open obligation reports, and funding documents
  • Performs other duties as assigned


Requirements:
  • 8+ years of DoD cost estimation, financial planning and analysis experience
  • 5+ years of experience as part of a DoD Program/Budget Execution office
  • Extensive experience developing and refining Government Cost estimation models.
  • Experience developing, maintaining, and updating credible, defensible, and replicable Government Cost
  • Estimates, such as Life-Cycle Cost Estimates, Independent Government Cost Estimates, Cost/Budget
  • Excursions, ROMs, Program Contractor Cost Estimate, in support of annual Program Objective
  • Memorandum (POM) submissions for the Government Customers in any phase of the acquisition life cycle.
  • Experience developing Cost Analysis Requirements Descriptions (CARD)
  • Experience preparing comprehensive reports, papers, and/or presentations that explain all facets of the
  • Cost Estimates and Cost Analysis Requirements Descriptions (CARD) to justify results and make recommendations.
  • Demonstrated complex financial data gathering and analytic capability; and proven experience developing recommendations for DoD senior leaders
  • Experience preparing spend plans, budget exhibit preparation, and financial execution metrics tracking and reporting.
  • Extensive experience preparing funds briefings, financial planning requirements, budget reviews and congressional submissions, financial data calls, annual program plans, open commitment/open obligation reports, and funding documents.
  • Requires deep experience creating and reviewing MIPRs for Government approval
  • Knowledge of DAI
  • Experience working with classified systems and environments
  • Strong organizational, project management and problem-solving skills with impeccable multi-tasking abilities
  • Proven stakeholder management and effective communication strategies with clients and senior management.
  • Ability to take a conceptual discussion and build a presentation to convey the message to senior leaders.
  • Strong technical writing and documentation skills
  • Advanced MS Sharepoint, Word and PowerPoint skills; proficient MS Teams, Excel and Outlook application skills


Desired Skills
  • Prior Federal government, professional services or Federal consulting experience
  • Professional Certifications such as ICEAA Certified Cost Estimator/Analyst; DAWIA Cost Estimating Certification; and/or Certified Defense Financial Manager (CDFM), PMP, ITIL, Lean, Scrum, SAFe, Agile
  • Knowledge of cybersecurity concepts, methodology, techniques, and technologies, as well as cloud architecture.
  • Experience performing on projects of similar size and scope.


Education:
  • Bachelors's Degree in a related field


Clearance Requirement:
  • To be considered, must have a CURRENT/ACTIVE TOP SECRET/SCI clearance


Office Location and Travel:
  • Will be required to report onsite at the Warrenton, VA location 5-days a week.
  • Some CONUS travel in support of the Government Customer may be required
