Job Description

Duties

  • Program Development and Execution: Formulates, plans, and implements techniques and develops broad strategies and procedures to conduct HQ AFPC facility planning process.
  • Implements automated solutions in developing plans and procedures to manage multiple buildings.
  • Translates customer requirements into workable projects to include operations and maintenance(O&M), real property maintenance by contract, and or military construction (MILCON).

  • Depending on the type of position (competitive/excepted) you are selected for, you will be required to serve a 1-year probationary period OR 2-year trial period.
  • The work may require the employee to drive a motor vehicle. Must be able to obtain and maintain an appropriate valid driver's license.
  • Serves "on call" and may be required to be available after duty hours when problems arise. The incumbent is subject to call seven days a week, 24 hours a day.
  • Must obtain and maintain the appropriate security clearance.
  • This is a Mission Essential position performing a Mission Critical Function which must continue uninterrupted after the occurrence of an emergency and continued through full resumption of all functions. IAW, DoDI 3020-42, Defense Continuity Programs.
Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule, Administrative and Management Positions, Facility Operations Specialist Series, 1640.

SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience includes advanced knowledge and skill to apply civil engineering concepts, principles, and practices to evaluate, adapt, or modify procedures and practices concerning facilities, utility systems, buildings, equipment, and plans and advanced knowledge of computer/IT skills and a working knowledge of relational databases and website development specific to engineering operations, such as Computer Aided Design (CAD) and Computer Aided Facility Management (CAFM) systems.

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
  • Advanced knowledge of and skill in applying a comprehensive range of principles, concepts, and practices concerning complex technical requirements for facilities and equipment.
  • Advanced knowledge of computer/IT skills and a working knowledge of relational databases and website development specific to engineering operations, such as Computer Aided Design (CAD) and Computer Aided Facility Management (CAFM) systems. Able to retrieve, maintain, and update documents and records and ability to read and interpret paper or computer based engineering drawings and schematic diagrams.
  • Ability to develop complex facility tracking systems utilizing commercially off the shelf software(COTS). Ability to research information technology (IT) systems; determine the best system to meet mission objectives; perform cost benefit analysis to select the most reasonable system for AFPC; ability to sell the system to cross-functional directorates and leadership; advocate for resources to implement the system; develop the system requirements; ability to test the system to ensure it functions according to design; ability to deploy and implement the system, manage the system through life-cycle, and develop training programs which teach AFPC staff how to use the systems.
  • Knowledge of the principals, methods, and tools of quality assurance and quality control used to fulfill functional requirements and standards.
  • Skill to determine deficiencies and prepare complete documentation for new construction or repair and alteration projects. Ability to plan, conduct, and record site/facility surveys and inspections.
  • Ability to communicate effectively both orally and in writing. Ability to sort, develop, and convey accurate and viable information that will be the basis for making high level decisions/commitments.

  • PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

    VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
