Procurement Manager
The Opportunity:
The Procurement Manager leads procurement planning, contract execution, and supply chain coordination in support of U.S.-funded projects under DPRI. This role ensures acquisition milestones align with U.S. and Government of Japan (GOJ) fiscal policies by collaborating closely with Financial Analysts to track funding execution, manage procurement timelines, and forecast resource needs.
Responsibilities include developing procurement strategies, managing vendor relationships, overseeing material and equipment sourcing, and ensuring compliance with acquisition regulations. The manager uses integrated dashboards and data tools to monitor obligations, identify delays or risks, and generate reports that inform leadership and support audit readiness.
This role plays a critical function in maintaining end-to-end visibility of procurement and supply operations while contributing to financial accuracy, project continuity, and operational readiness.

Salary at Booz Allen is determined by various factors, including but not limited to location, the individual's particular combination of education, knowledge, skills, competencies, and experience, as well as contract-specific affordability and organizational requirements. The projected compensation range for this position is $52,900.00 to $108,000.00 (annualized USD). The estimate displayed represents the typical salary range for this position and is just one component of Booz Allen's total compensation package for employees. You Have:
- Experience with U.S. federal acquisition regulations such as FAR and DFARS
- Experience managing procurement timelines and vendor relationships
- Experience in Microsoft Excel and procurement tracking tools
- Experience with financial or contract management systems such as FPDS, PIEE, SPS, or PD2
- Ability to interpret data and create reports for leadership or audit readiness
- Ability to develop procurement strategies and track acquisition milestones
- Secret clearance
- HS diploma or GED and 5+ years of experience in procurement, contract management, or supply chain operations or Bachelor's degree in Business Administration, Supply Chain Management, Procurement, Logistics, Finance, or Accounting and 3+ years of experience in procurement, contract management, or supply chain operations
Nice If You Have:
- Experience supporting DPRI programs
- Experience using integrated procurement dashboards or ERP platforms such as SAP or Oracle
- Experience in logistics or large-scale infrastructure sourcing
- Experience supporting audit readiness and compliance reviews
- Knowledge of the Japanese language
- Knowledge of Government of Japan (GOJ) procurement practices or cost-sharing arrangements
- Possession of excellent written and verbal communication skills
- Possession of strong data literacy skills for interpreting procurement and financial data
- Master's degree in Acquisition Management or Public Administration
- DAWIA Level II or III Contracting Certification
