Requirements Manager needed for contract opportunity with SOC's client to work onsite at Scott AFB, IL.
Contract Length: 6 month contract to hire
**Due to federal requirements, an Active DOW Secret Clearance to be considered for this role.**
The Functional Requirements Manager will support the JTMS Program Office by translating transportation and financial business processes into a comprehensive and traceable library of functional and cross-functional requirements supporting the Joint Deployment and Distribution Enterprise (JDDE). The individual will coordinate with stakeholders across the Department of Defense and ensure requirements are documented, analyzed, validated, prioritized, and maintained in accordance with DoD acquisition and systems engineering guidance.
This position directly supports Functional Requirements Definition and Management.

Key Responsibilities
- Analyze user and stakeholder needs to define functional and cross-functional system requirements.
- Develop, manage, and maintain requirements traceability matrices and requirements repositories.
- Conduct requirements elicitation sessions, workshops, and stakeholder interviews.
- Support decomposition of operational and business requirements into implementable functional requirements.
- Coordinate with engineering, integration, cybersecurity, testing, and business process teams to ensure alignment of requirements.
- Develop Key Performance Indicators (KPIs), value assessment criteria, and functional performance metrics.
- Maintain stakeholder communications and provide recommendations regarding evolving operational requirements.
- Facilitate requirements reviews, adjudication sessions, and validation activities.
- Support requirements management tools and methodologies in Agile and iterative development environments.
- Develop functional documentation, briefings, decision papers, and analysis reports.
- Assist in documenting financial, logistics, transportation, and technical requirements supporting JTMS modernization efforts.
- Ensure compliance with applicable DoD acquisition, business systems, and architecture guidance.
- Bachelor's degree in Business, Information Systems, Engineering, Logistics, Transportation, Computer Science, or related field.
- Active Secret Clearance verified in DISS.
- Minimum 8 years of experience supporting DoD or Federal IT/business transformation programs.
- Experience managing functional requirements for enterprise-level systems.
- Experience with requirements traceability and requirements management tools.
- Knowledge of DoD acquisition lifecycle processes and business systems modernization.
- Strong analytical, facilitation, and stakeholder engagement skills.
- Experience developing executive-level briefings and documentation.
- Ability to work collaboratively across functional and technical teams.
- Experience supporting transportation, logistics, financial management, or ERP modernization initiatives.
- Experience supporting BCAC, DoDI 5000.75, or Agile/SAFe implementation efforts.
- Familiarity with JDDE mission systems and USTRANSCOM operations.
- Certifications such as CBAP, PMP, Agile, SAFe, or similar.
