**This position is for upcoming work and is contingent upon task award/funding.

Noblis is looking to hire a Technical Lead for Supply Chain Management and Resilience to support the Department of Defense's supply chain transformation initiatives. The selected candidate will conduct comprehensive analyses for supply chain management functions and supply chain risk management methodologies, evaluate legacy technology compatibility with AI-enabled capabilities, and evaluate industry best practices for potential improvement pathways. This role will interface with Department of War and Federal Agencies stakeholders, contributing to all aspects of supply chain process improvement and resilience. Noblis' mission is to support the Department of War and other Federal Agencies in strengthening supply chain performance, reducing mission readiness constraints, and advancing modernization pathways for defense logistics operations.

**This role can be worked remotely, but since the customer will be based out of the Washington DC area preference may be given to candidates within a commutable distance to the DC area. This role also may have a travel component for domestic locations of about 10-20% of the time.

Responsibilities:
  • Lead targeted evaluations of supply chain management functions and supply chain risk management methodologies to diagnose root causes of persistent supply chain performance challenges, including extended lead-times, recurring parts shortages, and constraints impeding mission readiness.
  • Conduct structured gap analyses of legacy technology infrastructure to assess compatibility with AI-enabled supply chain capabilities such as predictive analytics, risk simulation and supply chain optimization, and real-time supplier risk monitoring.
  • Assess the maturity and accuracy of current supply chain planning methodologies and alignment with actual consumption patterns.
  • Identify friction points created by legacy systems-including data silos, manual workarounds, and integration gaps-and develop prioritized modernization roadmaps aligned with mission requirements and budget realities.
  • Provide analytical support for Supply Chain Risk Management (SCRM), including supplier risk evaluations, material-level vulnerability assessments, and development of tailored SCRM frameworks integrated into acquisitions, procurement, R&D, and sustainment workflows.
  • Build and maintain effective relationships with Department of War and Intelligence Community (IC) stakeholders to ensure alignment and transparency throughout project execution; proactively identify and communicate needs.
  • Deliver prioritized recommendations designed to strengthen supply chain management processes and SCRM methods to reduce the frequency and severity of supply disruptions affecting mission readiness.
  • Coordinate with federal agency SCRM programs such as the DoW SCRM Integration Center (SCRM-IC) and support efforts for aligning SCRM activities with emerging policy guidance, and agency working groups.

Required Qualifications

Bachelor's degree in Supply Chain Management, Industrial Engineering, Business Analytics, Operations Research, or a related field.

5-8 years of experience in supply chain analysis, process improvement, or logistics operations, with Industry and/or supporting the Department of War, Intelligence Community (IC), or other federal agencies.
  • Demonstrated experience conducting gap analyses, root cause assessments, and process evaluations in complex supply chain environments.
  • Knowledge of forecasting methodologies, demand/supply planning systems, and inventory management principles.
  • Strong analytical, communication, and stakeholder engagement skills with the ability to influence at the team or department level.
  • US Citizen with an active Secret Security Clearance, and the ability to obtain TS/SCI.
  • Travel up to 20% may be required.

Desired Qualifications

  • Master's degree in Supply Chain Management , Industrial Engineering, Business Analytics, Operations Research, or a related field.
  • Experience within the Department of War, Intelligence Community (IC), or other federal agencies.
  • Familiarity with legacy enterprise systems (e.g., ERP platforms) and understanding of AI/ML-enabled supply chain technologies.
  • Experience with Supply Chain Risk Management (SCRM) frameworks and methodologies.
  • A solid understanding of Industry (preferable within the defense industrial base) supply chain best practices.
  • Professional certifications such as CSCP, CPIM, or PMP.

Compensation at Noblis is determined by various factors, including but not limited to, the combination of education, certifications, knowledge, skills, competencies, and experience, internal and external equity, location, clearance level, as well as contract-specific affordability, organizational requirements and applicable employment laws. The projected compensation range for this position is based on full time status. For part time or on-call staff, compensation is proportionately adjusted based on hours worked. While monetary compensation is important, it's just one component of Noblis' total compensation package.
