Job Description

Duties

DUTY 1
Performs Career Broadening assignments/duties; Analyzes, develops, and evaluates detailed plans, goals, and objectives for long-range implementation of assigned major command program(s). Programs relate to one or more of the following tactical or strategic areas: flight and mission, mobilization, exercise, flying training systems both manned and unmanned, rescue, foreign military sales, PPBS, acquisition, special operations, contingency, and long-range strategy for the beddown of new aircraft rebasing concepts, tactical and strategic airlift, training, etc.

DUTY 2
In a Career Broadening capacity, documents planning and programming decisions in appropriate formats to meet Air Force and Major Command requirements. Identifies non-standard or emerging operational requirements, assesses impact on assigned programs, and develops recommendations. Analyzes problems created by the incompatibility of future programs and initiates corrective action.

DUTY 3
Actively participates in strategic planning to improve organizational direction and focus using strategic planning tools and techniques. Prepares detailed plans, budgets, and schedules for assigned major programs and/or participates with management in fiscal planning.

DUTY 4
Prepares and delivers oral presentations such as briefings, training sessions, consultations, and strategy sessions with other staff service functions and activities to secure cooperation, resolve controversial matters, and convey information relative to proposed changes in assigned program(s). Develops and prepares a variety of correspondence and other documentation, i.e., formal letters, position papers, reports, staff studies, staff summary packages, briefings, charts, bullet background papers, etc.

  • PCS cost will be paid IAW Career Broadening Policy under this agreement.
  • Career Broadening positions are managed by AFPC/DPZ and are centrally funded.
  • Positions are established specifically to provide developmental experience designed to broaden the skills and/or enhance the leadership perspective of a high-potential, mid-level manager.
  • Career Broadening also provides training and developmental opportunities at various organizational levels.
  • These assignments offer the qualified candidate a unique assignment in that the candidates brings certain experience to the assignment while gaining new experiences in a different work environment
  • TEMPORARY PROMOTION: If the position is filled as a temporary promotion, upon completion of the career broadening assignment, the temporary promotion may lead to permanent promotion without further competition.
  • This is a drug testing position. Employee must pass initial and periodic short notice drug testing.
  • May be required to travel by military and/or civilian aircraft in the performance of official duties.
  • May be required to work other than normal duty hours, which may include evenings, weekends and holidays.
  • Shift work and emergency overtime may be required.
  • Employee must maintain current certifications, if applicable.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions,

SPECIALIZED EXPERIENCE: Specialized Experience: Experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level in the normal line of progression for the occupation in the organization.

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Applicants must have served at least 52 weeks at the GS-12 or higher grade (or equivalent in an alternate pay system) within the Federal Civil Service to be considered for referral. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

1. Knowledge of a wide range of qualitative and/or quantitative methods for the assessment and improvement of command level plans and programs for conducting major operations such as rescue, mission and flight operations, tactical airlift, deployment, mobilization, exercise, flying training systems both manned and unmanned, rescue, foreign military sales, PPBS, acquisition, special operations, or similar operations.

2. Knowledge of Air Force and command program goals and objectives, the sequence and timing of key operational events and milestones, and methods of evaluating the effectiveness of planning actions related to actual events; and the relationship of the various command entities involved in overall program planning and execution of military operations and evaluations.

3. Skill in designing and conducting comprehensive studies; and preparing solutions to especially broad, important, and severe military operational and contingency areas.

4. Ability to plan, organize, and lead others in studies or projects and to negotiate effectively with management to accept and implement recommendations, where proposals involve substantial resources, and require extensive changes in established concepts and procedures.

5. Ability to communicate effectively, both orally and in writing; negotiate complex issues; and maintain good working relationships.

ADDITIONAL INFORMATION:
Eligible applicants: Air Force Employee (Current Permanent Competitive Service Career/Career-Conditional Employee and Current Permanent AF DCIPS Employees with Reinstatement Rights to the Competitive Service)

Area of Consideration is limited to current permanent internal Air Force employees in the Operation Career Field; all other candidates will be outside the area of consideration.
