Job Description

Duties

  • Identifies and analyzes key issues, collects data to present to Commander and senior leadership on recommended courses of action on a broad variety of topics related to MAJCOM, NAF, FOA or DRU.
  • Serves as Project Officer for Commander directed initiatives and special interest items. Participates in special projects and initiatives and performs special assignments as requested.
  • Coordinates review of higher level taskings, identifies best course of action, potential problems, and directs and tasks the HQs Staff and subordinate Recruiting Groups and Recruiting Squadrons on behalf of the Commander for HQ Air Force Recruiting Service response.
  • Prepares and delivers slide presentations such as briefings, training sessions, consultations, and strategy sessions with other staff service functions and activities to secure cooperation, resolve controversial matters and convey information relative to proposed changes in assigned program(s).
  • Serves as Defense Travel System (DTS) reviewer or approver for AFRS Executive Staff. Analyzes official travel requests inputted in DTS.

  • Work may occasionally require travel away from the normal duty station on military or commercial aircraft
Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions.

SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Examples of specialized experience includes knowledge of staff operations management concepts, principles, and methodologies. Knowledge of Total Force Recruiting mission, organization and work processes of programs throughout a military command, and the relationships of administrative support activities to such missions. Knowledge is applied when assessing programs and projects, analyzing findings and making recommendations on substantive operating programs. The work requires skill in preparing staff reports and briefings and skill in organizing and delivering briefings to managers to encourage understanding and acceptance of findings and recommendations.

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

1. Knowledge of analytical and evaluative methods and techniques to issues or studies concerning the effectiveness and efficiency of command staff, Congressional affairs, and Command position on legislative affairs in addition to the thorough knowledge and expert understanding of pertinent laws, regulations, policies, and precedents which affect the AFRS position on staff actions, Congressional affairs and activities.
2. Knowledge of analytical and evaluative methods and techniques as well as measurement of data to plan, schedule, and conduct projects and studies to evaluate and recommend ways to improve the effectiveness and efficiency of program operations to include adapting or developing new or modified methods.
3. Knowledge of and skill in designing and conducting comprehensive studies and developing solutions to broad operational and contingency areas. Knowledge of the of AFRS organization, environment, and their functions to understand the missions, roles, functions, relationships, and operational planning objectives of DAF and DoD organizations to arrive at innovative approaches to best meet those requirements. missions, roles, functions, organizational structures, relationships, and operational planning objectives of DAF and DoD organizations.
4. Skill in gathering, evaluating, and interpreting data sufficient to arrive at valid, supportable conclusions and to offer meaningful recommendations. Skill in planning and independently managing short and long-term projects and to cultivate and sustain positive working relationships to project completion.
5.Ability to communicate effectively, both verbal and written, with tact and diplomacy to advocate command positions and build successful cross-functional teams; to logically and effectively explain programs, functions, and activities and gain understanding of the organization's efforts
6. Knowledge of Joint Travel Regulations, foreign clearance guidance. Foreign relations and protocol procedures that apply to military and civilian leaders (foreign and domestic)

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
