Position Summary

Senior Contracts Manager with a minimum 7 years of experience managing all contract related requirements to our commercial and Federal clients. This requires strong federal contracting knowledge, including business risk analysis, and contribution to and submission of proposals. This role analyzes and manages contracts for compliance, manages contracts schedules, tracks and reports contract modifications. The CRI Senior Contracts Professional manages the collection, response, and reporting for Contractor Performance Assessment Reporting system (CPARS). The ideal candidate will thrive in a fast-paced environment with a high degree of organization and time management, within a small to medium size organization, where they are responsible for the entire contract management lifecycle.

Responsibilities
  • Oversee and administer a portfolio of Federal Government and Commercial contracts and resolve contractual related issues
  • Accountable for contract compliance, Federal Acquisition Regulation (FAR), and reporting for all contracts through the administration of policies, procedures, and operating practices
  • Draft and support Negotiation of agreements, including Non-Disclosure Agreements (NDAs), Teaming Agreements (TAs), and Vendor Agreements, among others
  • Compliance review and submit all proposals, Federal and Commercial.
  • Perform pre-award and post-award contract administration, including General Services Administration (GSA) schedules contract management and compliance
  • Update and maintain GSA Schedules/contract compliance process document, including the annual GSA Industrial Funding Fee (IFF) audit (with Accounting)
  • Update and maintain eBuy with GSA Schedule requirements
  • Update and maintain GSA System for Award Management (SAM) registration (reports and certifications) on annual and/or as needed basis
  • Manage standardized CRI price and cost resources (to include, but not limited to rate cards, product/service costs, vendor quote requirements and processes) for cost/price proposal submittals in response to Commercial and Federal Solicitations, Request for Proposals/Quotes (RFPs/RFQs)
  • Manage contract files and information systems accurately, timely, and within CRI and federal policy
  • Engage in Corporate Strategy with engagement partners/teams and provide value-added business advice
  • Collaborate with and build strong relationships with ownership, leadership, Business Process Groups, clients, team members and others to mitigate risk and ensure business requirements are met
  • Participate in and contribute to CRI's Capability Maturity Model Implementation (CMMI) processes, policies, resources, and reporting


Requirements
  • Bachelor's degree from an accredited college or university
  • Previous experience overseeing a contracts portfolio of similar size and scope with active contract/subcontracts revenue
  • Previous experience as a one-person department in a small or medium sized business preferred
  • Strong verbal and written communications skills to effectively interact and collaborate with executive management and staff regarding contract and subcontract matters with high degrees of complexity, and own issue resolution through completion
  • Excellent analytical, organizational, communication and customer relationship skills
  • Minimum seven years of experience managing federal contracts
  • Minimum five years of experience with GSA Schedules (IT 70, Schedule 84), project management, program and regulatory compliance
  • Demonstrated negotiation skills, including experience negotiating terms and conditions with federal government, industry clients, and contract teaming partners
  • Microsoft Office/Teams software, and Deltek CostPoint experience is preferred
  • Ability to resolve complex contractual matters and perform business risk assessments, focusing on contract compliance
  • Ability to work independently in a fast-paced environment, as well as in a team environment
  • Excels at making effective presentations to ownership/leadership, engagement teams, and others regarding contractual updates and regulatory changes
  • Ability to establish, follow, manage, and maintain integrated standard operating procedures for the CRI contracts department
  • Strong working knowledge of FAR/Defense Federal Acquisition Regulation Supplement (DFARS)
