Title: Law Clerk I
Location: Washington, DC — 1099 14th Street NW; expected onsite 5 days/week
Clearance or Background Needs: U.S. Citizen; able to obtain and maintain Public Trust; active Public Trust preferred
Experience Band: Entry-level to early-career legal professional; JD, current ABA-accredited law student with at least 1 year completed, or 6 years of legal training/experience in lieu of degree

Summary

The Law Clerk I will support the Leidos MEGA 5 Litigation Support Team on the DOJ Civil Division Victims Compensation Fund program. This role reviews, evaluates, and analyzes claims, organizes supporting documentation, works with claimants and legal representatives, and helps determine how to perfect insufficient claims. The position requires legal research ability, strong written and oral communication, comfort with legal technology, and the ability to deliver high-quality work under pressure.

Key Responsibilities
Review, evaluate, and analyze Victims Compensation Fund claims.
Assess claims against established criteria to determine legal sufficiency.
Identify gaps, deficiencies, and mechanisms to perfect insufficient claims.
Analyze, organize, and summarize documents used as supporting evidence.
Work directly with claimants and claimants’ legal representatives.
Conduct legal research using LEXIS, Westlaw, and other legal research resources.
Use document review, file management, spreadsheet, database, imaging, ESI, and eDiscovery tools.
Prepare clear written analysis, summaries, and work products for supervisory review.
Work under the direction of a Supervisory Paralegal or Project Supervisor.
Protect DOJ information, claimant data, PII, and program-sensitive materials in accordance with contract requirements.
Required Qualifications
U.S. Citizenship.
Ability to obtain and maintain DOJ Public Trust clearance.
Law degree; or current enrollment in an ABA-accredited law school with at least one year completed; or 6 years of legal training/experience as a substitute.
Working knowledge of federal and state court systems.
Familiarity with legal research procedures and legal research resources.
Experience or training using LEXIS and Westlaw.
Excellent written and oral communication skills.
Familiarity with word processing, databases, spreadsheets, imaging, document review systems, and file management systems.
Hands-on familiarity with ESI tools.
Knowledge of eDiscovery procedures and resources.
Ability to work under pressure while maintaining high-quality output.
Ability to work onsite in Washington, DC on a set schedule.
Preferred / Nice-to-Have Qualifications
Active Public Trust clearance.
Prior claims review, claims analysis, or benefits/compensation program experience.
Experience applying criteria to determine legal sufficiency.
Experience organizing evidence and identifying missing or insufficient documentation.
Strong Excel skills, including complex workbooks.
Experience working with members of the public, claimants, clients, or external attorneys.
Strong research and writing skills involving statutes, regulations, policies, or administrative schemes.
Flexibility and creativity in applying existing policies to complex fact patterns.
Tools / Technologies / Systems

LEXIS, Westlaw, Microsoft Excel, Microsoft Word, document review systems, file management systems, databases, imaging tools, ESI tools, eDiscovery platforms, DOJ cloud or virtual machine access, government applications.

Certifications

Active Public Trust preferred; Public Trust eligibility required. Relevant but not required sourcing signals may include Paralegal Certificate, eDiscovery certification, ACEDS, CEDS, RCA, Relativity, legal research training, or ABA-accredited law school enrollment.
