INDUS supports the planning, coordination, and installation activities of Combat System and Command, Control, Communications, Computer, and Intelligence (C5I) Systems in aircraft carriers, and other strike group or strike force units (including but not limited to LHA, LHD, LPD, and other L-Class units). Our team is directly responsible for supporting the planning, budgeting, and execution of New Construction (SCN) testing and modernization efforts in support of the Modernization and Installation Department (N Department), Naval Surface Warfare Center (NSWC), Port Hueneme Division (PHD).

Reporting to the Program Manager, the Project Engineer will provide support in determining C4I system capabilities and provide integration efforts for NSWC PHD based C4I systems during shipboard construction and modernization efforts. This includes providing technical analysis and review with IWS, OPNAV, NAVSEA and NAVWAR personnel on behalf of the Modernization and Installation Department (N Department), Naval Surface Warfare Center (NSWC), Port Hueneme Division (PHD) on the CVN/L-Class Support Services contract.

This is a contingent position expected to be located in San Diego, CA or Port Hueneme, CA. The pay range for the position will be provided at the time the position is no longer contingent.

What You'll Do
  • Develop, update, maintain, and validate Combat Systems Operability Tests (CSOTs), Overall Combat Systems Operability Tests (OCSOTs), Combat System Interface Diagrams (CSIDs), technical procedures, and associated combat systems documentation supporting multiple U.S. Navy ship platforms.
  • Perform engineering-level technical verification and validation of combat systems documentation, interface products, technical procedures, and operational test documentation to ensure technical accuracy, operational relevance, and configuration alignment.
  • Support viability testing and assessment of revised combat systems procedures, documentation updates, and technical products supporting fleet modernization and operational readiness initiatives.
  • Coordinate with Government personnel, warfare centers, contractors, ship's force personnel, and Subject Matter Experts (SMEs) to resolve technical discrepancies, validate combat systems configurations, and support documentation accuracy.
  • Participate in shipboard assessments, shipchecks, test events, and operational validation activities to collect technical redlines, validate system interfaces, and support corrective documentation updates.
  • Support Combat Systems Assessment and Test events including CSOT, OCSOT, and related fleet operational assessments.
  • Create, modify, review, validate, and standardize Combat System Interface Diagrams (CSIDs), engineering diagrams, technical illustrations, and associated interface documentation.
  • Analyze combat systems interfaces, technical drawings, wiring diagrams, and supporting technical documentation to validate interoperability, technical accuracy, and operational functionality.
  • Support development of technical reports, assessment summaries, executive-level updates, trip reports, and operational documentation supporting combat systems assessment and modernization activities.
  • Assist with coordination of technical tasks, schedule alignment, and team support activities associated with combat systems documentation development and assessment execution efforts.
  • Support technical interchange meetings, hot wash discussions, planning meetings, and leadership briefings with senior Navy personnel and technical stakeholders.
  • Bid and proposal support if requested.
  • Other duties as assigned.
What We're Looking For

Required Qualifications:

  • An active secret clearance is required to be considered for this position.
  • Bachelor's degree from an accredited university required.
  • At least five (5) years of experience writing and editing technical documents.
  • Ability to travel and work aboard ship.
  • Skilled in effectively briefing senior-level Navy personnel.
  • Must possess basic computer literacy and data entry skills.
  • Demonstrated proficiency in Microsoft Office applications (to include MS Word, Excel, PowerPoint, etc.).
  • Strong attention to detail and organizational skills.
  • Excellent verbal and written communication skills.
  • Demonstrated problem-solving skills.
  • Must possess strong time management skills.
  • Must be able to work in a fast-paced, changing, and challenging environment.
  • Must be legally authorized to work in the United States without the need for employer sponsorship, now or at any time in the future.

Desired Qualifications:

  • Master's Degree from an accredited university in Engineering is desired and/or 10 years of experience writing and editing technical documents.

Physical Requirements:

  • Must be able to remain seated in a stationary position 50% of the time. Must also be able to alternate between sitting, standing, and walking.
  • The ability to lift items that may weigh up to 50 pounds.
  • The work requires some physical exertion, such as long periods of standing, or recurring and considerable walking, stooping, bending, crouching, and climbing such as performing regular shop activities, inspections, or to observe and study operations in an industrial or comparable work area, or on-board ships, submarines, and/or in weapon facilities.
  • Travel Required: ~25% travel required to support test demonstrations (in port and underway).


INDUS aims to provide a competitive compensation package, including a strong pay for performance rewards approach. The expected base pay range for this position is $90,000 - $130,000. The pay range for this role considers job-related knowledge, skills, work location, education and training, and certifications.
