Human Resources Specialist II

This position requires an active TS/SCI clearance or the ability to obtain a TS/SCI clearance to be considered.

Provide human resources technical, analytical, consulting, and administrative support to the Executive Office Human Resource Division supporting Department of State operations. Responsibilities include staffing support, recruiting, workforce planning, organizational development, employee programs, HR reporting, onboarding support, training coordination, awards and recognition, position classification, employee relations, and performance management support for the T Family Bureaus in Washington, DC and Charleston HR Operations in Charleston, SC.

Compensation & Benefits:

Estimated Starting Salary Range for Human Resources Specialist II : $100,000 - $120,579.00

Pay commensurate with experience.

Human Resources Specialist II Duties and Responsibilities Include:

The incumbent shall perform human resources technical, analytical, consulting, administrative, and data maintenance duties in the areas of management, operations and training and development supporting the Executive Office's, Human Resource Division of DOS. The activities include, but are not limited to: support for internal and external hiring, general staffing support, organizational development, training needs assessments, Center-wide curriculum planning and coordination, training vendor research and contact, Department development programs, fellows programs, internships, awards and recognition, workforce planning and analysis, HR systems, HR policies, HR written products, recruiting, Senior Executive Service, position classification, employee and labor relations, and performance management. The Contractor shall be responsible for providing these services to the T Family Bureaus located in Washington DC and working with Charleston HR Operations, located in Charleston South Carolina.

• Provide data entry in support of HRO spreadsheets and databases.

• Produce reports, presentation charts, and other HR documents.

• Comply with all HR regulations such as Title 5 and the FAH and FAM.

• Provide telecommunications services and meeting scheduling and coordination equipment.

• Attend meetings, assist in the preparation of agendas, minutes, and other meeting materials, and distributing materials to meeting attendees.

• Interface with the HRO move coordinator and HRO employees. These duties shall include coordinating with employees to ensure HRO project and logistical needs are provided.

• Update contact information such as the electronic distribution lists for various HRO groups and projects.

• Create, maintain, and track staffing and associated hiring files.

• Collect data and prepare written products to the HRO to be submitted to EX and Bureau management, the Equal Employment Opportunity Office, and other organizations. Some examples of written products are HRO inputs to directives; developmental programs documentation; Interagency Agreements, MOUs, Details, various annual reports, and internal audits.

  • Support New Employee EOD.


EXPERIENCE AND QUALIFICATIONS

The incumbent must have a minimum of 3 years proving executive level support and 5 years' experience performing analysis of programs and operations; must have the ability to perform analytical work in an office setting; and skill in written and oral communication as well as understanding of and experience in implementing administrative concepts, HR principles. This incumbent must adapt policies and procedures to emergency situations. The position requires good interpersonal skills and the ability to interact in a professional manner with officials in the Department.
