Professionals in project management are responsible for planning, executing, and overseeing technical projects to ensure they are completed on time, within budget, and according to scope and quality requirements. They utilize their expertise in project management methodologies, tools, and techniques to coordinate resources, manage risks, and achieve project objectives. Typical responsibilities include defining project scope, objectives, and deliverables, developing project plans, schedules, and budgets, and allocating resources, such as personnel, equipment, and materials, to tasks and activities. Project management roles also involve monitoring project progress, tracking milestones and deadlines, and managing changes and issues that may arise during project execution. Additionally, professionals may facilitate communication and collaboration among project team members, stakeholders, and other stakeholders to ensure alignment and transparency throughout the project lifecycle. Their expertise in areas such as stakeholder management, risk assessment, and conflict resolution enables organizations to deliver projects successfully, meet client expectations, and drive business outcomes.

You solve a variety of structured problems by applying professional standards and Noblis concepts and methodologies. As an employee, you: Work on assignments of small to moderate scope that may scale to other tasks and/or teams. Apply a variety of professional methods, techniques, and concepts; adapt methods, processes, or tools to meet needs efficiently. Analyze and interpret a wide range of issues autonomously, exercise sound judgment and discretion within guidelines. Receive weekly supervision; get general instructions for routine work, more detailed for new/non-routine tasks. Interpret and recommend simple process improvement solutions. Build and maintain effective relationships across groups.

Specifically this role would be to support the operation of a centralized, comprehensive export controls compliance program to be managed within the Department of Homeland Security (DHS), Science & Technology Directorate (S&T), to ensure that all activities conducted or sponsored by the Department shall comply fully with U.S. export control laws and regulations. This role may also support Intra-Departmental reviews of Committee on Foreign Investment in the United States (CFIUS) CFIUS cases.

Activities include:
  • Programmatic and task management support to the S&T Export Controls Group (S&T) including the development of policies, structures, tools, and processes necessary to maintain the compliance program, which may include CFIUS reviews.
  • Information management including collecting, analyzing, tracking, storing, and archiving compliance program information through a database or similar tools.
  • Developing and maintaining metrics for internal and external tracking and reporting.
  • Tracking updates to compliance issues, laws, regulations, requirements, policies, and procedures related to export control
  • Providing guidance to internal and external stakeholders to support export compliance across DHS
  • Drafting and reviewing classification assessments, license requests, commodity jurisdiction determination requests, technical assistance agreements, etc. to ensure compliance
  • Developing training and outreach materials as well as managing outreach events to improve overall knowledge of export controls requirements
  • Evaluating and executing policies and initiatives in export control compliance areas including support to interagency and/or international engagements

Required Qualifications

  • Interim Secret clearance with an ability to obtain TS/SCI
  • Bachelor's Degree
  • At least three (3) years of demonstrated experience and skills self determining technologies, items, and services into EAR ECCNS and ITAR USML categories.
  • Ability to obtain DHS Suitability
  • Demonstrated ability to manage multiple requirements and multitask
  • Up to 10% travel required
  • Significant demonstrated experience in identifying export-controlled technologies and transactions, identifying, and applying regulatory exemptions and exceptions and/or export license applications.

  • Demonstrated successful experience in a Federal compliance role
  • Demonstrated on-site consulting experience
  • Active TS/SCI Clearance

Compensation at Noblis is determined by various factors, including but not limited to, the combination of education, certifications, knowledge, skills, competencies, and experience, internal and external equity, location, clearance level, as well as contract-specific affordability, organizational requirements and applicable employment laws. The projected compensation range for this position is based on full time status. For part time or on-call staff, compensation is proportionately adjusted based on hours worked. While monetary compensation is important, it's just one component of Noblis' total compensation package.
