Vistra Federal Solutions (Vistra) is seeking a strategic and highly capable Digital Media Strategist (Alternate Project Manager) to support the I Corps Public Affairs Office at Joint Base Lewis-McChord. In this dual-hatted Key Personnel role, you will drive digital media engagement and content management operations while standing ready to assume full Project Manager responsibilities to ensure uninterrupted contract performance. You will play a vital role in producing and distributing accurate, timely, and relevant content across official digital platforms that amplifies the commander’s priorities and reinforces official Public Affairs messaging. While supporting the application of sentiment analysis and digital analytics to inform communication planning, your primary focus will remain on effective, OPSEC-compliant information dissemination to Service Members, Families, and the public within a complex military information environment.

Primary Duties and Responsibilities
• Serve as the fully qualified alternate to the Digital Media Lead PM, maintaining full authority to act for the Contractor on all contract matters and prepared to assume full PM responsibilities immediately to ensure uninterrupted contract performance.
• Maintain availability between the hours of 9:00 AM to 5:00 PM, Monday through Friday (Pacific Time), and ensure seamless continuity of operations in compliance with strict Key Personnel notification and replacement timelines.
• Maintain continuous situational awareness of contract execution, including schedules, deliverables, priorities, risks, stakeholder coordination status, and Government review/approval timelines.
• Support and/or lead digital media engagement and content management operations as directed, including workflow management (intake through publishing/archiving), content calendar support, and coordination of execution resources.
• Support Government communications by participating in status meetings/calls as needed and ensuring continuity of responsiveness during PM absence, surge requirements, or emergent tasking.
• Execute quality control checks and validate deliverable readiness prior to submission, ensuring accuracy, professionalism, message alignment, and compliance with OPSEC and Government expectations.
• Apply digital analytics (including sentiment analysis where appropriate) to help assess audience response, identify emerging topics/concerns, and propose data-informed adjustments for Government consideration—consistent with the contract’s emphasis on accurate, timely dissemination.

Requirements
• Must be a U.S. Citizen with an active SECRET security clearance.
• Proven experience in social media engagement and content management with a track record of success in private, public, and/or government sectors.
• At least five (5) years of working knowledge and experience using the Adobe Creative Suite, as well as Facebook, YouTube, Instagram, X, Sprinklr, LinkedIn, and/or other emerging social media platforms.
• At least three (3) years of experience in public relations, marketing, communications, or related fields.
• Ability to fluently read, write, speak, and understand the English language to effectively communicate in person or via electronic devices.
• Ability to manage multi-stakeholder execution and Government review/approval cycles under strict deadlines.

Desired Core Competencies
• Familiarity with Army and Department of War (DOW) regulations governing social media and external official presence (including FM 3-61, JP 3-61, DODI 5040.5, and the Army Social Media Handbook).
• Basic understanding of military organization, customs, and operational activities to accurately represent military operations and events in digital communication products.
• Strong operational security (OPSEC) mindset and understanding of the requirements associated with producing publicly releasable communication products within a military operational environment.
• Demonstrated ability to execute independently with sound judgment and to assume lead responsibilities with minimal transition time.
• Strong editing and quality control discipline; detail-oriented approach to error prevention and compliance.
• Working knowledge of digital content planning, engagement, performance monitoring, and workflow optimization.
