Job Description

OUSW (R&E) is seeking a Mission Engineer to lead the development, delivery, and evaluation of Mission Engineering Analysis Efforts for mission-critical systems. This role combines systems engineering and mission integration expertise to assess and optimize future capability investments and operational strategies. The Mission Engineer will also lead the planning of complex test events to prototype advanced, multi-domain autonomy, AI-enabled command and control, and distributed system-of-systems operations.

The ideal candidate is a trusted advisor and technical expert with experience guiding mission-level analyses, conducting risk assessments, and developing analytical frameworks aligned with Joint Warfighting Concepts and Combatant Command (COCOM) priorities. This individual will orchestrate end-to-end test activities across virtual, hardware-in-the-loop (HIL), and live experimentation venues, ensuring rigorous and operationally relevant evaluation of emerging technologies.

Key Responsibilities:

• Mission Engineering & Analysis:
o Decompose mission threads to operational tasks and map to technical capabilities required.
o Synthesize analytical products into data-driven conclusions and recommendations for senior leadership, producing technical reports and executive summaries.
o Manage deliverables, ensuring traceability of analysis results to guiding doctrine and Joint Warfighting Concepts.
o Conduct operations research to assess technologies, scenarios, and mission impacts in support of the OUSW (R&E) Agenda.

• Test Strategy & Execution:
o Design test vignettes that step up in complexity to represent portions of mission threads that draw out features of technologies being assessed.
o Develop test mission scripts corresponding to vignettes. Mission scripts form the basis of software development and experimentation sprints.
o Design and execute comprehensive test strategies for multi-domain autonomous systems, including air, maritime, and ground platforms.
o Translate operational concepts (CONOPS) into executable test plans, scenarios, and use cases that support independent assessments.
o Coordinate and lead the integration of autonomy technologies from multiple vendors into larger experimentation and exercise events.
o Oversee test control, safety, and real-time decision-making during execution.
o Lead data collection, instrumentation planning, and post-test analysis to evaluate model performance, system behavior, and mission outcomes.

• Stakeholder Collaboration & Leadership:
o Coordinate with System Eng & Architecture and M&S teams on a continuous basis to ensure alignment of M&S activities and test planning with system engineering insight.
o Coordinate with experimentation, assessment, and platform owner teams as well as industry partners to ensure alignment of test plans to mission threads and associated vignettes.
o Collaborate with mission partners, program managers, government stakeholders, and technical teams to integrate mission engineering practices across multi-domain missions.
o Serve as a key interface for government stakeholders, industry partners, and technical teams, aligning objectives with OUSD(R&E), Service stakeholders, and transition partners.
o Provide technical guidance on digital engineering, mission simulation readiness, and test methodologies.

Required Qualifications
• Demonstrated experience leading complex, multi-domain analyses or test events involving multiple systems and stakeholders.
• Strong understanding of autonomy, AI/ML systems, or C2 architectures.
• Experience leading and collaborating with cross-functional teams, including interactions with the Joint Staff, Combatant Commands, Military Services, or OSD organizations.
• Proven ability to communicate complex technical findings to senior leadership, technical experts, and non-technical stakeholders.
• Active Top Secret clearance (TS/SCI preferred).

Desired Qualifications
• Experience with JADC2, autonomy orchestration frameworks, or system-of-systems integration.
• Expertise in assessing threat kill chains, analyzing mission threads, and identifying capability gaps and solutions.
• Proven ability to manage cross-functional teams, develop technical roadmaps, and execute large-scale engineering or test efforts.
• Experience with digital engineering initiatives and virtual test environments (e.g., digital twins, simulation platforms).
• Background in air operations centers, ISR, or operational command and control.
• Ability to lead multiple simultaneous analyses while supporting primary and ancillary program priorities.

Minimum Educational Requirements
• Bachelor’s degree in Engineering, Operations Research, Physics, Mathematics, Systems Analysis, Computer Science, or a related discipline
