Position Summary
Horizon Global Partners is seeking an experienced Quality Control Manager (QCM) to support overseas construction and facility projects for the U.S. Department of State – Office of Overseas Buildings Operations (OBO). The QCM will be responsible for implementing and managing the project Quality Control Program to ensure compliance with contract requirements, UFGS standards, project specifications, and U.S. Government quality management requirements.
The Quality Control Manager will work closely with project leadership, subcontractors, inspectors, and government representatives to ensure construction activities meet established quality standards throughout all phases of project execution.
Key Responsibilities
• Develop, implement, and manage the project Quality Control (QC) Program in compliance with UFGS 01 45 00.00 10 and applicable federal requirements.
• Prepare and submit the QC Plan within required timelines and ensure approval prior to construction activities.
• Implement and manage the Three-Phase Control System for all definable features of work.
• Coordinate inspections, testing activities, preparatory meetings, and quality control meetings.
• Review submittals, RFIs, inspection reports, test results, and quality documentation.
• Ensure compliance with project specifications, approved submittals, OBO standards, and applicable construction codes.
• Maintain quality control records, non-conformance reports, corrective actions, and testing documentation.
• Coordinate subcontractors, testing agencies, and project teams to resolve quality-related issues.
• Ensure compliance with environmental, hazardous material, and sustainable acquisition requirements when applicable.
• Maintain authority to stop work when quality standards or contract requirements are not met.
• Support project reporting requirements and provide regular quality status updates.
• Promote a proactive culture of quality and accountability across project operations.
Accountability
• The Quality Control Manager will be responsible for ensuring project compliance with contractual quality control requirements and federal construction quality standards.
• Failure to maintain required quality standards or compliance obligations may result in removal at the direction of project leadership or the Contracting Officer’s Representative (COR).
Qualifications
• Minimum of five (5) years of construction quality control experience on commercial, federal, or overseas construction projects.
• Experience serving as a Quality Control Manager on U.S. Government projects preferred.
• Strong knowledge of UFGS 01 45 00.00 10 and FAR 52.246-12 requirements.
• Experience supporting OBO, USACE, DoD, or other U.S. Government projects preferred.
• Knowledge of construction inspections, testing procedures, QC documentation, and Three-Phase Control Systems.
• Ability to read and interpret construction drawings, specifications, and technical documentation.
• Strong communication, organizational, leadership, and problem-solving skills.
• Proficiency with Microsoft Office Suite and construction management software preferred.
• OSHA 30-Hour Construction Safety certification preferred.
• Bachelor’s degree in Construction Management, Engineering, or related field preferred.
• Ability to work effectively in overseas and fast-paced construction environments.
