Position Summary
Horizon Global Partners is seeking an experienced On-Site Construction Project Manager to support overseas construction and facility projects for the U.S. Department of State – Office of Overseas Buildings Operations (OBO). The Project Manager will be responsible for overseeing all on-site construction activities, coordinating subcontractors and project teams, ensuring compliance with project requirements, and successfully delivering projects on schedule, within budget, and in accordance with quality and safety standards.
This role requires strong leadership, construction management expertise, and experience working in fast-paced overseas environments supporting U.S. Government projects. The On-Site Construction Project Manager will serve as the primary field leadership representative and coordinate closely with company leadership, subcontractors, and government representatives throughout all phases of project execution.
Key Responsibilities
• Manage and oversee all daily on-site construction operations and project execution activities.
• Coordinate subcontractors, vendors, field personnel, and project schedules to ensure timely project completion.
• Monitor project progress, quality control, safety compliance, and adherence to contract requirements.
• Review and manage project schedules, work plans, submittals, RFIs, and construction documentation.
• Ensure compliance with project specifications, OBO standards, OSHA requirements, and applicable construction codes.
• Conduct regular site meetings with project teams, subcontractors, and government representatives.
• Identify project risks, resolve field issues, and implement corrective actions as needed.
• Track project costs, manpower, materials, and equipment utilization.
• Support project reporting requirements, including progress updates, schedules, and status reports.
• Coordinate inspections, testing activities, commissioning support, and project closeout requirements.
• Promote strong communication and collaboration among all project stakeholders.
• Maintain a professional and proactive approach to project leadership and client relations.
Accountability
• The On-Site Construction Project Manager will be responsible for the successful execution and delivery of assigned construction projects in accordance with contractual requirements.
• Failure to maintain project performance, quality standards, schedule requirements, or compliance obligations may result in removal at the direction of project leadership or the Contracting Officer’s Representative (COR).
Qualifications
• Minimum of seven (7) years of construction project management experience.
• Experience managing federal, overseas, or U.S. Government construction projects preferred.
• Experience supporting OBO, USACE, DoD, or other U.S. Government projects strongly preferred.
• Strong knowledge of construction management processes, scheduling, quality control, and field operations.
• Ability to read and interpret construction drawings, specifications, and project documentation.
• Experience coordinating subcontractors and multidisciplinary construction teams.
• Strong leadership, communication, organizational, and problem-solving skills.
• Proficiency with Microsoft Office Suite and construction management software preferred.
• OSHA 30-Hour Construction Safety certification preferred.
• Ability to work effectively in overseas and fast-paced construction environments.
• Bachelor’s degree in Construction Management, Engineering, Architecture, or related field preferred.
