Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Specialized Experience: One year of specialized experience which includes:1. Development and implementation and operation of an Integrated Force Protection Program. 2. Interpret and/or develop general policy for application at the installation or District level for a multiplicity of threats (i.e., terrorism, military, electronic, intelligence, and criminal, etc.). 3. Develop and implement crisis management planning and execution. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12).
Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
You will be evaluated on the basis of your level of competency in the following areas:

Additional information
- Directs the implementation of overall District policies and procedures relative to the total security and law enforcement elements.
- Reviews design criteria and plans for new construction containing security aids to include intrusion-detection devices and recommends changes as appropriate for compatibility to user needs.
- Plans, establishes, and reviews security policies, procedures and techniques at preconstruction conferences for major construction contractors as required.
- Evaluates security items such as security fencing, lighting, intrusion detection systems, etc., to determine security program objectives for application of industrial security requirements involving classified equipment and information.
- Makes recommendations for changes to provide a high degree of security for the facility.
- Provides expert and authoritative security advice on matters pertaining to overall security program to include physical security and law enforcement liaison at a large number of operational and construction activities in the District.
- Monitors activities and performs inspections to ascertain security program effectiveness, areas of potential problems and recommends changes commensurate with budgeting, manpower capability and other work schedules.
- Plans and assigns work to subordinates determining work schedules and priorities.
- Initiates or participates in review and improvement of work methods, organizational features, and the structuring of positions to eliminate unnecessary ones and achieve optimum content in those remaining.
