Job Description

Duties

  • The incumbent supervises senior budget analysts in the development of the Defense Health Program (DHP) Program Objective Memorandum (POM) and President's Budget.
  • The incumbent coordinates team activities and serves as the mentor, coach and facilitator of the Budget Control Team in the programming and budgeting of multiple appropriations.
  • Develop work priorities, schedules, deadlines, and standards of acceptable work for his/her subordinates, and conduct review of work and provides feedback.
  • Interpret and clarify directorate policy and resolves operational problems.
  • Ensure continuing application of DHA equal opportunity and special emphasis programs and ensures accomplishment personnel management responsibilities without regard to race, color, religion, age, national origin, or physical disabilities.
  • Manage, realign resources, conduct program analyses, and make decisions in accordance with unit cost outputs, and targets.

  • This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment. A background investigation and credit check are required.
  • Male applicants born after December 31, 1959 must complete a Pre-Employment Certification Statement for Selective Service Registration.
  • This is a Financial Management Level 3 Certified position. This certification requirement is a condition of employment for this position. Failure to obtain this certification within the required time may subject the incumbent to adverse action.
  • One-year supervisory probationary period required. A one-year probationary period is required if the selectee has not previously met this requirement.
Qualifications

In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Specialized Experience: One year of specialized experience which includes drafting and implementing financial management policies, coordinating program and budget submissions with stakeholders, overseeing cost and performance assessments, and briefing senior officials on budgetary risks and opportunities. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-14).

Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
