Job Description

Duties

  • Plans, organizes, and oversees the activities of the Telecommunications Systems Element. Develops goals and objectives that integrate organization and Telecommunications Systems objectives.
  • Exercises supervisory personnel management responsibilities. Directs, coordinates, and oversees work of subordinates.
  • Represents 99" Communications Squadron with a variety of installation and functional area organizations.
  • Serves as technical advisor for Nellis AFB and ISAFAF. Provides telecommunications expertise in estimating the installation, modification, maintenance operation, and support of both existing and new telecommunications.
  • Prepares budget, technical reports, staff studies, and briefings. Prepares budgetary data
  • Coordinates the preparation of and reviews telecommunications statements of work (SOW). in support of programs/projects.

  • The duties of this position meets all requirements as a category 4 designation, and shall not be vacated during a national emergency or mobilization without seriously impairing the capability of the parent Federal Agency

Qualifications

In order to qualify, you must meet the requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, Telecommunications Series, 0391. Click for the occupational requirements for this position.

SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience includes, evaluating, analyzing, managing, or improving communications systems, procedures, and requirements that demonstrate knowledge of current developments and trends in communications concepts and technology. Application of a wide range of telecommunications theories, concepts principles and practices to accomplish work processes through the use of telecommunications devices, methods, services, and facilities. Work encompasses complex and uncommon interfaces, policies, and practices; sources of technical data to evaluate new devices, proposals, and approaches; and a good understanding of contracting procedures and legal requirements. Demonstrated knowledge of DOD, DISA, Air Force telecommunications regulations, services, and instructions to ensure
telecommunications services are in compliance with applicable regulations and instructions.

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

1. Knowledge of telecommunications switching equipment and peripherals including digital telephone switches, voice mail systems, call accounting systems, and other miscellaneous telecommunications equipment/systems. Familiarity with local area network equipment including servers, routers, hubs, modems, and associated peripherals. Knowledge of various copper and fiber optic cabling technologies. Also must have knowledge of current and proposed long-haul telecommunications circuitry and associated circuit actions.
2. Knowledge of a wide range of telecommunications theories, concepts, principles, and practices, procedures, policies, standards, operational requirements; and of operational and performance characteristics of telecommunications to develop procedures/policies/practices for local use.
3. Knowledge of safety and security regulations, practices, and procedures. Knowledge of associated methods and techniques such as contracting procedures/legal requirements, cost analyses, and budgets. Ability to plan, organize, and direct the functions and mentor, motivate, and appraise the staff of an organization through subordinate supervisors.
4. Ability to analyze, plan, and adjust work operations of on . Ability to analyze, plan, and adjust work operations of one or more organizational segments to meet program requirements and objectives within available resources.
5. Ability to communicate effectively both orally and in writing to identify, direct, or coordinate actions required in providing needed service.
6. Ability to analyze/apply specialized communication methods and analytical techniques involving telecommunication systems (e.g., systems compatibility, circuits, switchies, distribution, and networking).

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
