Job Description

Duties

This position is being filled under Direct Hire Authority (DHA) in accordance with Section 5 U.S.C. 9905, as amended by P.L. 116-92, SEC 1109, further amended by P.L. 116-283, SEC 1117 and further amended by P.L.118-31, SEC 1104 and SEC 1250B.

Typical work assignments may include the following:
  • Develops and implements internal procedures and policies that support the financial management of the funds control and execution processes.
  • Performs in-depth analysis of the financial and execution aspects of ongoing operations.
  • Identifies fiscal, budgetary, and accounting vulnerabilities affecting WHS and OSW accounts and recommends solutions to major execution challenges.
  • Provides advice to senior leaders, supervisors, team leads, managers, and customer counterparts on all phases of the execution and funds control processes.
  • Prepares accurate and timely reports and financial statements based on broad analyses of complex financial issues, including programs and operations involving significant funding levels.
  • Conducts extensive research and makes recommendations that may impact the structure, effectiveness, and efficiency of mission-oriented programs and operations.
  • Coordinates and plans execution related services, provides expert advice regarding the management of resources, and prepares forecasts that identify execution trends and issues with significant impact across the organization

  • Financial Management Certification Level III is a requirement of this position and must be achieved within two years of entrance into this position. Selectee shall adhere to the guidelines and requirements of this certification program.
Qualifications

In order to qualify for this position, you must meet the requirements described below.

You may qualify at the GS-13 level, if you fulfill the following qualification requirement:

One year of specialized experience equivalent to the next lower grade level of GS-12 in the federal service (experience may have been gained in the private sector) which demonstrates the following: Developing and implementing internal procedures and policies that support the financial management of the funds control and execution processes; Interpreting and disseminating execution related policies and procedures to ensure compliance with applicable regulations; Providing authoritative interpretations of Office of Management and Budget and conducting in-depth analysis of the financial and execution aspects of ongoing operations; Identifying fiscal, budgetary, and accounting vulnerabilities affecting organization accounts and recommending solutions to major execution challenges; Ensuring the development, preparation, and submission of accurate execution-year financial documentation; Providing advice to upper management regarding all phases of the execution and funds control processes; Preparing accurate and timely reports and financial statements based on broad analyses of complex financial issues, including programs and operations involving significant funding levels; Solving major operational and execution problems, including those not subject to traditional methods or approaches; Conducting extensive research and making recommendations that may impact the structure, effectiveness, and efficiency of mission oriented programs and operations; Representing the organization at meetings and providing expert advice to customers; Providing advice and guidance on financial policies, internal controls, resource management concepts, and execution strategies; Overseeing financial execution processes for assigned organizations; Preparing and presenting special studies concerning resource impacts, complex execution issues, and other financial analyses requiring coordination with senior managers across the enterprise; AND Performing a wide variety of administrative and analytical duties related to program planning and financial execution.

You may qualify at the GS-12 level, if you fulfill the following qualification requirement:

One year of specialized experience equivalent to the next lower grade level of GS-11 in the federal service (experience may have been gained in the private sector) which demonstrates the following: Participating in internal procedures and policies that support the financial management of the funds control and execution processes; Interpreting and disseminating execution related policies and procedures to ensure compliance with applicable regulations; Interpreting Office of Management and Budget and conducting in-depth analysis of the financial and execution aspects of ongoing operations; Identifying fiscal, budgetary, and accounting vulnerabilities affecting organization accounts and collaborating with others and coming up with solutions to major execution challenges; Participating in the preparation and submission of accurate execution-year financial documentation; Assisting upper management with all phases of the execution and funds control processes; Preparing accurate and timely reports and financial statements based on broad analyses of complex financial issues, including programs and operations involving significant funding levels; Participating in major operational and execution problems, including those not subject to traditional methods or approaches; Participating in in the structure, effectiveness, and efficiency of mission oriented programs and operations; Conducting meetings and providing expert advice to customers; Disseminating guidance on financial policies, internal controls, resource management concepts, and execution strategies; Conducting special studies concerning resource impacts, complex execution issues, and other financial analyses requiring coordination with senior managers across the enterprise; AND Performing a wide variety of administrative and analytical duties related to program planning and financial execution.

You may qualify at the GS-11 level, if you fulfill the following qualification requirement:

One year of specialized experience equivalent to the next lower grade level of GS-09 in the federal service (experience may have been gained in the private sector) which demonstrates the following: Collaborating with others and addressing internal procedures and policies that support the financial management of the funds control and execution processes; Assisting with the interpretation, dissemination and execution of policies and procedures to ensure compliance with applicable regulations; Assisting with the interpretation of Office of Management and Budget and performing in-depth analysis of the financial and execution aspects of ongoing operations; Identifying fiscal, budgetary, and accounting vulnerabilities affecting organization accounts and helping others come up with solutions to major execution challenges; Assisting with the submission of accurate execution-year financial documentation; Helping upper management with all phases of the execution and funds control processes; Preparing accurate and timely reports and financial statements based on broad analyses of complex financial issues, including programs and operations involving significant funding levels; Collaborating with major operational and execution problems, including those not subject to traditional methods or approaches; Participating in in the structure, effectiveness, and efficiency of mission oriented programs and operations; Attending meetings and providing expert advice to customers; Disseminating guidance on financial policies, internal controls, resource management concepts, and execution strategies; Participating in special studies concerning resource impacts, complex execution issues, and other financial analyses requiring coordination with senior managers across the enterprise; AND Participating in administrative and analytical duties related to program planning and financial execution.

Specialized experience as described in A but less than one year, and I have more than two years but less than three years of graduate education as described in B. I have computed the percentage of these requirements that I meet, and the total is at least 100%. (To compute the percentage, divide your total months of qualifying experience by 12. Then divide your semester hours of graduate education beyond two years by 18. Add the two percentages. The total percentage must equal at least 100 percent to qualify.)

OR

Specialized experience as described in A but less than one year, and I have more than two years but less than three years of graduate education as described in B. I have computed the percentage of these requirements that I meet, and the total is at least 100%. (To compute the percentage, divide your total months of qualifying experience by 12. Then divide your semester hours of graduate education beyond two years by 18. Add the two percentages. The total percentage must equal at least 100 percent to qualify.)

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). You will receive credit for all qualifying experience, including volunteer experience.

ACTIVE-DUTY SERVICE MEMBERS: Federal agencies treat active-duty service member as veterans, disabled veterans, and preference eligible, when they submit, as part of their application package, a "certification" of active service in lieu of a DD-214, indicating the service member is otherwise eligible and will be discharged or released within 120 days from the date of submission.
