Job Description

Duties

  • Utilize automated computer systems to process all incoming emergency and non emergency 911 calls.
  • Dispatch appropriate police, fire, and EMS personnel to provide emergency or non-emergency response assistance.
  • Initiate immediate action to all automated alarm systems to coordinate appropriate dispatch response.
  • Record response times and critical incident information using automated records systems.
  • Guide callers through emergency procedures to provide critical pre-arrival assistance until responders arrive on scene.

  • Obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment.
  • Within 16 weeks from the date of employment, the incumbent will be required to demonstrate reasonable proficiency at locally established training guidelines on the use of E911, CAD, Land Mobile Radio (LMR), and station alerting software and equipment
  • Position is subject to shift work where the incumbent is required to work an alternate, rotating work schedule, which requires an uncommon tour of duty (including nights, weekends and holidays).
  • Incumbent is required to work (mission essential) regardless of weather conditions or base closure and to report to the duty station at the regularly scheduled time.
  • Incumbent may be required to wear a uniform.
  • Incumbent must be a qualified typist. (40 wpm).
  • Incumbent must pass a pre-employment; fingerprint based criminal history investigation for any location that accesses Criminal Justice Information Systems.
  • The incumbent is required to have and maintain a valid state driver's license.
  • The incumbent is required to obtain and maintain certification in Cardiopulmonary Resuscitation (CPR). Emergency Medical Dispatch based on the program standards at the location assigned.
  • Incumbent must complete the Department of Defense Telecommunicator I and II or equivalent based on the program standards at the location assigned.
  • Incumbent must complete State National Crime Information Center (NCIC) certification based on assigned location.
  • Incumbent must complete the National Incident Management System (NIMS) IS 100,300, 700, 800, and 907 courses.
  • The incumbent is responsible for attaining continuing dispatch education (CDE) requirements through in-service training that is offered locally and pass in accordance with predetermined course requirements.

In order to qualify, you must meet the education and/or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Typing Proficiency: This position requires a qualified typist. A qualified typist can type 40 words per minute based on a 5-minute sample with three or fewer errors.

Specialized Experience:

To qualify at GS-5 Level:
One year of specialized experience which include operating automation, emergency dispatching or communications equipment such as interior station intercommunication or public address systems; communicating with callers to determine nature of calls; AND Utilizing communication equipment to apply appropriate responses to calls This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-04).

OR

Education: Four years of education above the high school level obtained in an accredited business, secretarial or technical school, junior college, college or university with studies in a field related to this position, such as Emergency Management or Crisis & Disaster Management.

OR

Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide your semester hours of education beyond two years (total semester hours minus 60) by 60. Add the two percentages.

To qualify at GS-06 Level Specialized Experience:
One year of specialized experience which includes receiving and processing emergency calls; operating automation, emergency dispatching, and/or communications equipment and monitoring alarms to initiate appropriate responses for an organization This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-05).

To qualify GS-07 Level Specialized Experience:
One year of specialized experience in assisting with receiving and routing emergency and non emergency calls; documenting call information to identify nature of emergencies providing support to dispatch operations and entering data into computer systems to communicate routine information to emergency personnel. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-06).

Education in lieu of experience is not permitted for the GS-06 and GS-07 levels, you must have one year experience at the next lower grade to qualify.

FOREIGN EDUCATION: If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
