Job Description
Are you ready to contribute your expertise to mission-critical projects supporting national defense and federal agency operations? TechSilo is looking for a Project Manager to lead the Information Resource Center Administrative Support Services contract supporting the U.S. Trade and Development Agency (USTDA). This is a high-visibility leadership role responsible for overall contract performance, daily operations, customer engagement, and service delivery excellence.
If you're passionate about federal program management, administrative operations, process improvement, and compliance, this could be the perfect role for you. In this position, you'll serve as the designated lead and contractor official with full authority to act on contract matters. You will work closely with the Contracting Officer, Contracting Officer's Representative, and other Government personnel to ensure work is delivered on time, within budget, and in compliance with contract requirements.
This is a proposal-based opportunity, and TechSilo is makingcontingent offers nowfor inclusion in a proposal due June 5. Employment in this role is contingent upon contract award.
On a given day, you will spend time:
  • Leading overall contract execution and serving as the primary point of contact for the Government on performance, staffing, scheduling, and operational matters.
  • Managing day-to-day administrative support services, including office operations, records coordination, workflow oversight, and service delivery.
  • Overseeing contractor personnel, assigning work, monitoring deliverables, and ensuring team performance aligns with contract standards and service expectations.
  • Developing and maintaining project plans, schedules, budgets, status reports, and performance metrics to support effective contract execution.
  • Implementing and managing quality control activities, including process reviews, corrective actions, compliance tracking, and performance reporting.
  • Supporting FOIA-related operations, including tracking requests, coordinating responses, organizing responsive records, and communicating with internal and external stakeholders in accordance with statutory requirements.
  • Supporting agency records management activities, including records custodianship, file disposition tracking, and coordination with NARA to help ensure compliance with records policies and requirements.
  • Monitoring contract risks related to cost, schedule, compliance, staffing, and operational continuity, and developing mitigation strategies as needed.
  • Preparing and delivering reports, briefings, and updates to Government stakeholders and internal leadership.
  • Supporting event and meeting operations, including occasional audiovisual coordination and troubleshooting when required.

  • Qualifications
  • Active SECRET security clearance required.
  • Bachelor's degree in business administration, public administration, management, project management, information systems, or a related field; equivalent relevant experience may be considered where contractually allowable.
  • 15+ years of relevant professional experience in project management, federal contract management, administrative operations, or program leadership.
  • Demonstrated experience leading a federal government contract with responsibility for contract performance, staffing, quality, and customer engagement.
  • Experience in project planning, budgeting, scheduling, operational reporting, business process analysis, and continuous improvement.
  • Familiarity with quality assurance, quality control, performance monitoring, and compliance tracking.
  • Experience supporting or overseeing administrative operations, records and document control, procurement coordination, and organizational workflow management.
  • Working knowledge of FOIA processing, federal records management, and coordination with NARA is strongly preferred.
  • Proficiency with standard project management, collaboration, reporting, and Microsoft Office Suite tools.
  • Strong leadership, analytical, communication, organizational, and customer service skills, with the ability to manage multiple priorities in a fast-paced federal environment.
  • Ability to work independently on-site during normal business hours and move between office and event spaces as needed.
  • Preferred Qualifications:
  • Prior experience supporting a federal civilian agency, government contractor, or similarly regulated environment.
  • Prior experience serving as key personnel on a federal solicitation or contract.
  • Experience developing SOPs, dashboards, management reports, and performance metrics for Government review.
  • Relevant certifications such as PMP, CAPM, ITIL, or Lean Six Sigma are a plus.
  • Experience supporting executive meetings, events, or conference room operations is preferred.
