iQuasar LLC is seeking a highly motivated individual to serve as a Submarine Propulsion Plant Engineering Activity (SUB PPEA) Analyst in support of the Naval Surface Warfare Center, Philadelphia Division (NSWCPD). This role provides technical, logistical, analytical, and administrative support to the Submarine Propulsion Plant Engineering Activity (SUB PPEA) and directly supports submarine modernization, maintenance, engineering coordination, and fleet readiness efforts.

The ideal candidate is a former U.S. Navy submariner or experienced civilian submarine maintenance professional who can apply hands-on operational knowledge to support submarine non-reactor propulsion plant engineering issues, logistics coordination, fleet technical communications, system health analysis, and engineering process improvement.

Primary Responsibilities:

• Serve as a technical discipline coordinator and primary point of contact for submarine non-reactor propulsion plant engineering issues.
• Assist in the development and delivery of high-level presentations, technical briefs, reports, and status products regarding program status, system health, engineering concerns, and logistics matters for Program Offices and external stakeholders.
• Act as the logistics point of contact for the development and prosecution of Engineering Change Proposals (ECPs), technical referrals, and Diminishing Manufacturing Sources and Material Shortages (DMSMS) actions.
• Support integration of logistics changes and incorporation of Ship Change Documents (SCDs) into existing engineering drawings and technical baselines.
• Assist the In-Service Engineering Agent (ISEA) with the drafting, processing, and dissemination of critical technical information to the Fleet and other government organizations through Naval Messages, ISEA Advisories, and technical notices.
• Support the processing, analysis, and dissemination of incoming Fleet feedback and emergent issues, including:
◦ Casualty Reports (CASREPs)
◦ Liaison Action Requests (LARs)
◦ Departures From Specification (DFS)
• Assist in System Health Data Management and System Health Analysis for submarine non-reactor propulsion plant systems and component health across all submarine classes.
• Support NSWCPD in the development, update, and documentation of Standard Operating Procedures (SOPs) and internal engineering/logistics processes, including detailed process maps and workflow documentation.
• Develop and maintain status trackers, issue-tracking documentation, dashboards, and performance metrics to provide visibility into ongoing engineering and logistics actions.
• Coordinate across engineering, logistics, Fleet, and technical code stakeholders to support timely resolution of issues affecting submarine maintenance, modernization, and system readiness.
• Support classified and unclassified technical communications in accordance with customer requirements, including handling of CUI and U-NNPI data.
• Perform related technical, analytical, and program support duties as assigned.

Required Certifications / Credentials:
• Bachelor’s degree in engineering from an accredited university or U.S. Maritime Academy; or equivalent directly relevant Navy experience may be substituted for formal education, particularly for candidates with significant hands-on submarine propulsion plant, engineering support, maintenance, or technical leadership experience.
• Minimum of seven (7) years of experience with U.S. Navy submarine propulsion plants, including one or more of the following:
◦ steam cycle system design
◦ repair
◦ installation
◦ modification
◦ operation
◦ maintenance
◦ troubleshooting
◦ testing
• Must be a former U.S. Navy submariner or a civilian submarine maintenance technician with directly relevant experience.
• Strong understanding of submarine operations, maintenance, and engineering support practices.

Preferred education and experience:
• Prior NAVSEA activity experience.
• Understanding of the Engineering Change Proposal (ECP) process.
• Experience with the Submarine Maintenance Monitoring Information System (SMMIS) and Advanced Technical Information System (ATIS).
• Experience using eForms, eDFS, eTracker, and eAARTS.
• Familiarity with NSWC Corona reliability data sites.
• Experience utilizing SIPRNet for classified communications and data handling.
• Familiarity with handling CUI and U-NNPI information.
• Former Nuclear Electronics Technician (ET) or Nuclear Machinist’s Mate (MM) experience in submarine environments is highly desirable.
• Candidates located in the Philadelphia area are preferred due to proximity to customer support requirements.

Competencies:
• Proficiency in Microsoft Office Suite, especially Word, Excel, PowerPoint, and Outlook.
• Excellent written and verbal communication skills, including presentation skills for technical and program audiences.
• Strong analytical and problem-solving capabilities.
• Ability to synthesize technical, logistical, and system-health information for leadership decision-making.
• Comfort working across military, civilian, and contractor organizations at multiple levels.
• High attention to detail and strong process discipline.
• Ability to manage multiple priorities in a fast-paced environment with changing requirements.
• Demonstrated reliability, initiative, professionalism, and accountability.

Additional eligibility requirements-
Work authorization/security clearance requirements:
• Active DoD Secret security clearance required.
• Candidates supporting remotely must have reliable access to SIPRNet sufficient to perform classified coordination and data handling as required by the customer.

Work Environment:
This position operates in a professional office environment and may support hybrid or remote work depending on customer requirements and the employee’s location and experience. Candidates in the Philadelphia region are preferred to support customer accessibility and mission responsiveness.

Position Type/Expected Hours of Work:
The typical workday is eight hours in length. Some flexibility in hours is allowed, with concurrence from the supervisor. Attendance at prescheduled mandatory meetings is required. Must be available during the core work hours as determined by the contract/location and must account for the required number of hours in a pay period to maintain Full-time status.

Telework:
• Telework may be allowed up to 100% (fully remote) depending on customer requirements, the employee’s location, and the employee’s experience.
• Candidates working remotely must have reliable access to SIPRNet and be able to support classified communications and data-handling requirements as required by the customer.
• Candidates located in or near the Philadelphia area are preferred.

• Travel up to 10% may be required.
