Contractor will support the Department of Energy’s (DOE) Office of Critical Material and Energy Innovations (CMEI), Integrated Energy System Office (IESO) management of its Permitting and Impact Reduction (PIR) portfolio. The candidate will be part of the IESO primarily supporting the principal technology manager for workforce, permitting, consumer protection, and environmental research. They will provide project management support and will help develop and implement new programming to advance underpinning strategic initiatives in pursuit of IESO objectives. The successful candidate will have familiarity with wind or solar energy technology. We are seeking a motivated and organized self-starter who can multitask with minimal direction or oversight. The position requires technical expertise, professional and proficient communication, diplomacy, and a mind for collaboration and continued learning.
Responsibilities:
• Advise on the technical scopes of Notice of Funding Opportunities in priority Permitting and Impact Reduction topics for competitively awarded research and development projects.
• Support the management of R&D projects, including those projects led by DOE’s National Laboratories, according to CMEI guidelines, including but not limited to providing technical guidance, evaluating project plans, and reviewing reports and other materials for publication.
• Provide expertise on one or more research areas, such as environmental issues, energy workforce development, consumer protection, or permitting.
• Support the ongoing development and implementation of interoffice and interagency initiatives aimed at overcoming challenges to the PIR portfolio, through strategy development as well as facilitation of collaborative working groups and associated projects.
• Advise on PIR R&D needs, including identifying research, development, demonstration, and deployment priorities.
• Support the sub-program Lead and other IESO leadership on a range of activities, from helping coordinate external engagement, preparation of external remarks and presentations, preparation of memos and internal briefings, and more.
• Assist in the coordination of offices across DOE to ensure tight coordination on research related to permitting and impact reduction.
• Assist in the coordination of agencies across the federal government and state agencies to ensure alignment of portfolios and tight coordination on policies and planning.
• Prepare subject matter presentations for internal and external briefings and conferences.
• Other duties as assigned. The candidate will be expected to be flexible and will likely be asked to work on a range of activities and topics in their time with IESO.
Requirements:
• Bachelors required, Masters preferred.
• 3 years of professional experience.
• Advanced degree in environmental sciences, with direct experience in workforce development, public administration, public policy, law, or a relevant field.
• Knowledge and experience in permitting, workforce development, environmental science, or consumer protection.
• Professional attitude.
• Strong attention to detail.
• Self-starter, with the ability to work both independently and as part of a highly dynamic collaborative team.
• Demonstrated ability to balance multiple long- and short-term projects and competing priorities.
• Professional attitude and proficient communicator that can effectively convey highly technical content to people with less familiarity in the field.
• Must be a U.S. citizen.
• Successful drug screening.
• Must be eligible to obtain and maintain a security or clearance badge.
Preferred Qualifications:
• Expert familiarity with and experience working to develop strategic initiatives to support permitting, workforce development, consumer protections, or environmental impacts in energy systems.
• Strong familiarity with DOE programs and initiatives.
• Experience working with DOE or another federal funding agency on R&D related activities.
• Experience working within DOE CMEI
Location/Work Arrangement:
• This position is a hybrid position in Washington, DC.
• Schedule is full-time, Monday – Friday 40-hour week.
