This hiring activity, within Naval Sea System Command (NAVSEA) Headquarters, is part of the Department of Defense Civilian Acquisition Workforce Personnel Demonstration Project, which is an alternate personnel system. The NH-04 broadband level encompasses positions equivalent to GS-14 and GS-15.

- You will act as the ACQUISITION LEAD for the DDG MODERNIZATION 2.0 Program.
- You will serve as the principal advisor and recognized subject matter expert for Major Defense Acquisition Program-equivalent Adaptive Acquisition Framework requirements.
- You will serve as a direct liaison to multiple stakeholder organizations across Congressional interest, DoD, Navy, and Industry, both internally and externally, to align priorities and requirements in support of acquisition and contracting plans.
- You will provide overall management of acquisition review processes, lead development and strategic planning for all acquisition documentation, milestone reviews / program engagements, and all acquisition reporting requirements.
- You will liaison with service-wide requirements officers, financial and budget analysts in support of program Planning, Programming, Budgeting and Execution.
- You will lead development and evolution of the program independent cost estimates to inform acquisition documentation and annual budget submissions.
- You will support comprehensive industrial base assessments considering impacts of surface Fleet schedules, modernization plans and acquisition strategies.
- You will develop, coordinate, and execute all contracting related milestones, documentation, communications and solicitation requirements.
- You will support industry engagements, competitive assessments, evaluate opportunities to align objectives across the surface ship modernization portfolio, and conduct market research.

- This DAWIA position requires a Program Management, Advanced acquisition certification. The incumbent has 48 months to earn this certification. Incumbent must obtain and maintain certification in accordance with DoD Instruction 5000.66.
