Job Description

Duties

  • Plans, organizes, and directs the activities of the AMC's Global Mobility Air Operations Center, to meet customer's needs and ensure compliance with legal and regulatory requirements.
  • Represents, advocates, and serves as subject matter expert for the Command on Global Air Mobility Air Operation Center mission/operations at various levels to include, DoD, State Department, Foreign government, other governmental and nongovernmental agencies, AMC Service/Joint Commands/USTC and other command and control agencies.
  • Researches root causes for mission delays and highlights trends to leadership and recommends corrective action.
  • Researches and formats answers to inquiries and questions from various organizations to include AF, DoD and Congressional staffers.

  • Depending on the type of position (competitive/excepted) you are selected for, you will be required to serve a 1-year probationary period OR 2-year trial period.
  • Must have Rated Aviator experience (e.g. pilot, navigator), as well as, a thorough knowledge of the AMC aircraft movement structure; to include the USTRANSPORTATION Command Joint Operations Planning and Execution System (JOPES) Validation process.
  • This is a drug testing designated position. The incumbent is subject to random testing for drug use.
  • Position reports to Senior Technical Director and to 618 AOC (TACC)/CC in absence of such.
  • Incumbent may be required to be on standby to respond to emergent requirements, which could involve procuring transportation, salving unresolved operational issues, and assisting customers in emergency situations.
  • This position is emergency essential. The incumbent must meet all requirements of E-E positions and may be required, as a condition of employment, to take a series of vaccinations and annual boosters to immunize against anthrax and other diseases.
  • During a crisis, the incumbent or designated alternate must continue to perform the E-E duties until relieved by proper authority.
  • This is a Mission Essential position performing a Mission Critical Function which must continue uninterrupted after the occurrence of an emergency and continued through full resumption of all functions. IAW, DoDI 3020-42, Defense Continuity Programs.
  • The position is designated as a Key position. Incumbent must be removed from their military recall status if alternatives for filling the position during an emergency are not available.
  • The incumbent may be required to take part in unit recalls, test alerts, and practice exercises. Work may occasionally require travel away from the normal duty station on military or commercial aircraft.
  • Will require rotating shifts, compressed work schedules and work outside traditional duty hours, including weekends and holidays.
  • Must be able to obtain a Top Secret (SCI Eligible) security clearance.
Qualifications

In order to qualify, you must meet the Specialized Experience Requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions- Transportation Operations Series 2150

SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-13, or equivalent in other pay systems. Examples of specialized experience includes experience mastery of air operations and transportation concepts, principles, and methodology applicable to DoD transportation systems to include US TRANSPORTATION Command's Joint Operations Planning & Execution System (JOPES) process. Exercises a very high degree of skill when applying knowledge of organizational missions, objectives, and procedures of the services and the relationships with their support requirements of other areas such as logistics, aero medical evacuation, Global Strike etc., and the regulatory framework in which they operate. Ability to make independent decisions based upon in-depth knowledge of operational concepts/procedures and overall goals of the command, AF, and DoD. Extensive knowledge of logistics system capabilities and limitation including how airlift and air refueling operations, platforms, and capabilities impact these system as provided by DoD transportation and affiliated civilian agencies. Total familiarity and knowledge of laws, regulations, directives, and policies that govern global mobility air lift operations. Ability to communicate, both orally and in writing. Plans and manages air mobility operations that can be complicated and prevents unintended negative impacts if all diverse mission details are not accounted for. Utilizes aircraft Flight Rated expertise and experience when dealing with extremely broad and complex air operations and transportation problems. These problems may be further complicated by such factors as the wide diversity and dispersion of organizations and activities, and by multiple authorities, policies, and controls. Conducts analysis of air mobility movements to determine necessary support requirements for centralized management. The results of problem research and studies are incorporated into program directives that identify areas for improvement or cover new and innovative approaches, technologies, and methods for evaluating the effectiveness of air operations and transportation programs and services.

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-13 level is required to meet the time-in-grade requirements for the GS-14 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
  • Extensive knowledge of the policies, practices, regulations, and laws concerning global air operations and transportation programs. Former AMC crew member/AMC command and control experience highly desired. Extensive knowledge of logistical system capabilities and limitations and how they impact US Transportation Command operations.
  • Knowledge of a broad range of DoD, agency, major organization and unit airlift operational concepts, standards, methods, practices, policies, techniques, materials, aircraft and support equipment, with emphasis on determining the applicability to air mobility mission and to effectively enhance leadership command and control.
  • Comprehensive knowledge of airlift flight publications, concepts of transportation requirement validation processes, In-Transit Visibility, and other directives and information systems used to support the planning and execution of airlift operations throughout a global theater.
  • Knowledge of and experience working with computer programs including Microsoft Office, GDSS2, SMS, DCO. Skilled in statistical analysis and data management to be used in presentations to 618th AOC (TACC), AMC and USTC leaders.
  • Ability to distill priorities from general leadership guidance and establish, manage, communicate and assign tasks across multiple mission areas to achieve successful realization of leadership's guidance. Ability to adjust work operations and program objectives to meet changing program requirements within available resources with minimum sacrifice of quality and quantity of work, and to plan, organize, and meet deadlines.
  • Ability to analyze fast paced, critical situations to make timely decisions based on assessment and guidance to mission facilitators. Ability to conduct analysis of substantial breadth and depth on critical and complex air mobility operations and weapons systems and to assimilate numerous interrelationships and variables to develop new approaches or to resolve persistent, widespread, or critical issues and problems.

  • PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

    VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
