Job Description

Duties

As a MANAGEMENT AND PROGRAM ANALYST at the GS-0343-9 some of your typical work assignments may include:
  • Analyst: Conducts analytical reviews to evaluate mission and functions; advises and assists on administrative goals, formulates policies, and evaluates organizational controls, processes, and automation opportunities to improve mission efficiency to the Director, Deputy Director, Division Chiefs, and Branch / Office Chiefs.
  • Knowledge Management: Formulate plans and provide advisory services relating to staff operations throughout the directorate and support assigned programs/projects; reliably advise supervisors and directorate leaders on knowledge management and change management processes.
  • Human Resources Liaison: Executes directorate's organizational changes and manpower requirements through data-driven analysis. Liaison to Manpower and Personnel Directorate (TCJ1), managing the end-to-end lifecycle of Requests for Personnel Actions (RPAs) and civilian position descriptions. Expertly coordinates command personnel programs, including Reserve Component utilization and organizational sponsorship, while ensuring total compliance with USTRANSCOM governance and regulatory staffing standards.
  • Training and Administration: Coordinates annual directorate training requirements, awards and decorations, records management filing system, and directorate SharePoint content.
  • Customer Service: Projects enthusiasm, a strong willingness to help internal and external customers, and rapidly resolves problems in a manner building that builds customer confidence in the program.

Qualifications

You may qualify at the GS-09, if you fulfill the following qualifications:

A. One year of specialized experience equivalent to the GS-07 grade level in the Federal service:
  • Develops procedures and systems for establishing, operating, and assessing the effectiveness of administrative control systems such as those designed to prevent waste, loss, unauthorized use, or misappropriation of assets
  • Provides assistance and guidance to supervisors on issues relating to quality and quantity standards, procedural, policy and regulatory compliance.
  • Researches, analyzes, develops, recommends, and administers organizational and manpower requirements in accordance with applicable directives.
  • Advises the Director and Deputy Director on manpower authorizations and the strategic alignment of personnel skills and staffing levels to support directorate-wide operations.
  • Initiates new ideas to improve processes and mission impact.

B. You have a master's or equivalent graduate degree, or 2 full years of progressively higher-level graduate education leading to such a degree or LL.B. or J.D., if related.

OR

C. You have some specialized experience as described in A, but less than one year; and you have more than one year but less than two years of education as described in B. You have computed the percentage of the requirements that you meet, and the total is at least 100%. (To compute the percentage, divide your total months of qualifying experience by 12. Then divide your semester hours of graduate education beyond the first year by 18. Add the two percentages. The total percentage must equal at least 100 percent to qualify.)

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
