Overview

Ammunition & Explosives (A&E) Handling, Storage, and Transportation Lead (SWFPAC):

Bowhead seeks a Ammunition & Explosives (A&E) Handling, Storage, and Transportation Lead at the Strategic Weapons Facility Pacific (SWFPAC) and Marine Corps Security Force Battalion (MCSFBn) logistics department at Naval Base Kitsap, Bangor WA.

Responsibilities

Essential functions will include:
  • Leads a team of technicians and clerks executing safe receiving, earth-covered magazine storage, physical security, and convoy distribution of Class 1 explosives to support strategic naval deterrence and Marine force protection assets.
  • Responsible for orchestrating highly sensitive ordnance logistics.
  • Oversee the tactical layout, strict segregation, and maximization of cubic foot capacities within Earth-Covered Magazines (ECMs) in accordance with explosive compatibility matrixes.
  • Plan and coordinate secure routing, security escorts, and fleet assets for moving strategic or conventional munitions across the regional area of responsibility.
  • Act as the direct on-site authority ensuring all operations comply with NAVSEA OP 5 (Ammunition and Explosives Safety Ashore), Naval Supply Systems Command (NAVSUP) P-805, and Department of Transportation (DOT) federal regulations.
  • Validating transactional ledger entries within the Ordnance Information System (OIS) database to ensure 100% data alignment between physical stockpiles and systemic inventory accounts.
  • Audit incoming and outgoing military tactical vehicles or commercial transport carriers to certify correct blocking, bracing, tie-down configurations, and placarding.
  • Serve as the designated authority verifying team proficiencies and administering localized Qualification and Certification (QUAL/CERT) boards for explosives handling personnel.
  • Other duties as assigned.


Qualifications

  • Minimum of three to five (3-5) years of specialized experience in military ordnance handling related to A&E Storage, accountability and transport (e.g., Marine Corps MOS 2311 Ammunition Technician or Navy AO/LS ratings).
  • Minimum of one to two (1-2) years in a direct team lead or supervisory capacity.
  • Enrollment in the Personnel Reliability Program (PRP), which requires high standards of mental and physical stability, ethical conduct, and emotional maturity.
  • Minimum high school diploma or equivalent (GED).
  • Associate or bachelor's degree preferred in Logistics or Occupational Safety.
  • Capability to pass annual explosives-handler medical surveillance exams, including strict vision, color-differentiation, audiogram, and heavy weight-bearing tests.
  • Have written and oral communications abilities commensurate with this management role.
  • Intermediate to advanced level skills in Microsoft Office software suite - Word, Excel, Outlook, PowerPoint.
  • Ability to understand, speak, read, and write the English language.
  • Ability to communicate effectively with all levels of employees, Government Representative, and outside contacts.
  • Strong interpersonal skills and good judgment with the ability to work alone or as part of a team.

Advanced Certification Requirements:
  • Advanced Navy/DoD certification in AMMO-62 (Technical Transportation of Hazardous Materials), AMMO-76, or equivalent Center for Ordnance Training programs.
  • Demonstrated mastery of NAVSEA OP 5 standards with the ability to build localized Standard Operating Procedures (SOPs).
  • Active or clear eligibility for a state Commercial Driver's License (CDL) with Hazardous Materials (X) Endorsement.
  • Master Material Handling Equipment (MHE) operator status specializing in explosive-rated (EE and EX) assets

Supervisory Experience:
  • Assigns work to subordinates based on priorities.
  • Monitor/provide effective performance feedback through employee recognition, coaching, and disciplinary action.
  • Ensures flow of communication from upper management to employees and vice versa.

Physical Demands:
  • Must be able to lift up to 50 pounds
  • Must be able to stand and walk for prolonged amounts of time
  • Must be able to twist, bend and squat periodically

Environment
  • A&E Handling, Storage, and Transportation Lead is required to be on-site.
  • Work areas consist of office and non-office settings such supply, and transportation facilities.
  • Requires wearing personal protective equipment (PPE) which includes safety glasses, protective-toe footwear, gloves, and hearing protection as required

SECURITY CLEARANCE REQUIREMENTS: Must currently hold a security clearance at the Secret level. US Citizenship is a requirement for Secret clearance at this location.
