FACILITIES MANAGEMENT ADVISOR
RESPONSIBILITIES
Provide expertise and recommendations on real property asset control, facility maintenance administration, projects, renovations, agency/section/unit moves, ICASS workload counts and space allocations, provisions for utility services, and work order approvals to directly support DOS and other agency missions at the Baghdad Diplomatic Support Center (BDSC). Advise on how to meet project needs for BDSC from the availability of contractors and their expertise to the employable use of local assets, i.e., USG or contract. Advise members of the BDSC management team and contractors to promote effective support of facilities operations, as well as agency-specific operations. Maintain accurate records of buildings, ancillary structures, facility assets/equipment, and materials.

RESPONSIBILITIES

ESSENTIAL DUTIES
- Advises members of the BDSC management team and contractors to promote effective support of facilities operations, as well as agency-specific operations.
- Serves as the principal advisor to the Facilities Manager, BDSC Deputy Director, other senior BDSC officials, and BEC Facilities Manager (when BDSC FM is away from BDSC) on operational and facilities requirements in support of U.S. Embassy Baghdad. Briefs senior management on a regular basis on BDSC Facilities operational developments, trends, and issues of significant interest.
- Advises on the development and implementation of functional information management systems, ensure data in the Global Maintenance Management and Real Property Accounting systems are up-to-date and plan for the LMC that provides for equipment/data security, communications, data processing, and audio/visual services as needed.
- Works closely with Facility Manager and A/CORs (such as BLiSS and OMSS) to ensure contract stipulations and requirements are properly followed by all contractors who perform maintenance and construction activities/projects in support of BDSC. Report to Facility Manager and A/CORs when contract provisions are not properly being performed by Contractors.
- Identifies a variety of alternatives for meeting current and projected operational requirement and advise the Facility Manager on how to meet project needs for BDSC from the availability of contractors and their expertise to the employable use of local assets, i.e., USG or contract.
- Recommends the most viable options and develops action plans and strategies to implement approved options. Advises senior leadership in responding to new and emergent operational requirements for facilities support requirements.
- Ensures that all required actions BDSC Facilities are understood and carried out in accordance with the decisions and directions of senior leadership, including following-up on decisions and ensuring the completion of required actions in a timely manner.
- Advises appropriate DOS personnel on the preparation of reports, papers, and other documents for senior leadership, including sensitive documents for Chief of Mission-level action.
- Ensures that all documents are well-written, in proper format, timely, complete, and fully coordinates with other affected organizations.
- Develops detailed written assessments of the effectiveness of BDSC Facilities operations and briefs assessments to senior Embassy officials. Identifies areas of potential improvement in operational efficiency and effectiveness and recommends specific actions to bring about needed improvements.
- Works closely with the key stakeholders in planning complex, high priority special projects involving facilities and maintenance policies, plans, programs and operations. Projects may involve highly sensitive issues and require reconciling sharply conflicting and divergent viewpoints.
- Enlists the support of other staff as necessary to accomplish project objectives within the established timeframes.
- m Ensures all project objectives are met and that resulting recommendations for action are sound and practical and include implantation plans. Follows up to ensure that approved recommendations are successfully implemented.
- Provides technical guidance and advice to employees assigned to BDSC Facilities areas. Performs annual training as required for efficiency and compliance.
- Develops and trains personnel on Facilities functions.
REQUIRED QUALIFICATIONS AND EXPERIENCE:

- Bachelor's Degree is required.
- Minimum 5 years of Facility Management experience
- Minimum 3 years of Project Management experience
- Must maintain a valid driver's license to operate Mission vehicles.
- Must have good working knowledge to identify and mitigate safety hazards and capable to ensure facilities at BDSC comply with local environmental, U.S. OSHA and local safety standards.
- Mastery of operational and management concepts, methods, and best practices to provide expert guidance to Facilities management in meeting short- and long-term operational requirements and in developing plans that optimize operational efficiency and effectiveness in the assigned operations management and support area.
- Must have a strong background in building maintenance practices to include, but not limited to; preventive maintenance, RELIABILITY Centered Maintenance, and unscheduled work orders.
- Must understand the concept and have knowledge of Computerized Maintenance Systems.
- Must be familiar with asset management at a building equipment level.and associated equipment.
- Mastery of the full range of principles, concepts, methods, and practices in facilities and project management required to oversee the planning and execution of operations and to ensure coordination with other related activities.
- Must have the ability to read and interpret MEP and architectural drawings, and other associated documents.
- The candidate must posses' knowledge of project/construction estimating methodologies such as RSMeans.
- Ability to develop Statements of Work, Rough Order of Magnitude, and project schedules using software such as MS Project.
- Ability to develop basic MEP drawings in AutoCAd format.
- Knowledge of the organizational and functional interrelationships within DOS, as well as DOS relationships with other cabinet-level agencies, including the military departments involved in supporting the operations of the U.S. Embassy Baghdad. Knowledge of regulations governing the acquisition of equipment, personnel, and supplies require supporting Embassy operations.
- Ability to manage critical, time sensitive projects that require extensive coordination across program and organizational lines within the Mission, the Department, and with other USG agencies and non-governmental and private organizations and the efficient management of assigned resources including government and contractor staff needed.
- Ability to take decisive action and speak with authority on behalf of management in obtaining consensus on operational requirements.
- Ability to interact effectively with individuals in garnering cooperation and support for key planning, operations, and management initiatives in the assigned program area.

- Incumbent may be required to perform quarterly safety inspections in office spaces, residential areas and shops; report vehicle and safety mishaps; ensure personal protective equipment PPE is used by all personnel performing hazardous duties to include contractors; recommend the procurement of PPE for BDSC personnel performing hazardous duties; and create work orders to mitigate safety hazards.
