Responsibilities
Noblis is looking for a Learning Technologist to support critical national security missions.
As a Learning Technologist, you will provide technical support and expertise in the implementation, management, and optimization of learning tools and platforms. You will apply your understanding of classified computer networks, information security standards and guidelines, learning technology systems, and industry best practices to deliver exceptional user learning experiences.
In this role, you will support teams and end users utilizing learning systems and technologies. You will collaborate with instructional systems designers, multimedia designers, and faculty to support the design and development of courses and content by testing, troubleshooting, advising on, and uploading materials into various Learning Management Systems (LMS) and Learning Content Management Systems (LCMS).
You will also serve as front-line user support, providing Tier 1 and Tier 2 technical assistance to students experiencing technology-related issues, including system access problems, password resets, and course-related concerns. Additionally, you will assist faculty in effectively utilizing learning technology systems by providing troubleshooting support, guidance, and navigation assistance.

Compensation at Noblis is determined by various factors, including but not limited to, the combination of education, certifications, knowledge, skills, competencies, and experience, internal and external equity, location, clearance level, as well as contract-specific affordability, organizational requirements and applicable employment laws. The projected compensation range for this position is based on full time status. For part time or on-call staff, compensation is proportionately adjusted based on hours worked. While monetary compensation is important, it's just one component of Noblis' total compensation package.

Job Responsibilities:
- Frequent coordination and communication with leadership and representatives from across the organization in the development of video solutions.
- Timely and accurate reporting of metrics for systems and support.
- Testing of current and future learning systems and report findings to stakeholders.
- Working with other agency technology partners when LMS/LCMS issues arise and assist in working towards a prompt resolution.
Required Qualifications
- Active TS/SCI clearance with the ability to obtain a CI Polygraph
- One of the following combinations of education and experience:
- Bachelor's degree with 10 years of experience
- Master's degree with 8 years of experience
- Associates with 13 years of experience
- High School diploma/GED with 16 years of experience
- Experience providing technology support to enterprise systems across multiple networks at varying classification levels.
- Possesses experience working with learning content management systems (e.g., Blackboard).
- Working experience and/or knowledge of content authoring tools (Adobe Suite), web development languages (HTML, JavaScript), and understanding of compression and optimization of audio/video, graphics, simulations, and other learning content across networks.
- Understanding of SCORM and Section 508 standards for reusability and accessibility for learning content.
- Strong problem-solving skills and able to research, test, implement, and optimize learning solutions for use across multiple classification domains.
- Strong project management skills.
- Able to effectively manage multiple projects and communicate and collaborate with cross-organizational teams.
- Proven ability to manage multiple tasks and deliverables within budgetary and scheduling requirements against strict deadlines.
- Excellent written and oral communications skills with proven ability to communicate with both potential and existing internal and external clients.
Desired Qualifications
- Familiarity and/or working knowledge of NGA and the Intelligence Community.
- A bachelor's degree in information systems, education, computer science, technology, or related field from an accredited (i.e., regional, national, or institutional academic institution.
