SAIC is seeking a Deputy Program Manager DIPN to join our team supporting the Department of the Air Force's (DAF) mission to establish and maintain the Advanced Battle Management System's (ABMS) Digital Infrastructure (DI). ABMS is the Air Force's latest effort to develop a next-generation command-and-control (C2) environment and is a top modernization priority for the DAF. ABMS is foundational to the broader Joint All Domain Command and Control (JADC2) initiative, enabling rapid decision-making, multi-domain integration, and resilient warfighter support.

In partnership with the Government and the ABMS Digital Infrastructure Consortium, the Product Development Team (PDT) integrates leading expertise across systems engineering, digital engineering, cyber, software development, integration & test, and operations & sustainment. Oversee the planning, execution, and delivery of an assigned DIPN member product, ensuring alignment with Government goals and product lifecycle requirements. This position is remote with up to 10% travel.

Responsibilities
• Planning, directing, scheduling, and executing all elements of the member product's delivery.
• Overseeing cost estimating, cost management, schedule development, performance monitoring, and reporting across the product lifecycle.
• Providing member product line artifacts, deliverables, oversight, and reporting to the Government.
• Working closely and collaboratively with the Government, DIPN PM, and all member product PMs to ensure integrated execution.
• Managing and coordinating Agile and/or DevSecOps development teams, including backlog alignment, velocity monitoring, and sprint/PI synchronization.
• Planning, facilitating, and documenting recurring programmatic, technical interchange, administrative meetings, and product reviews.
• Maintaining the member product schedule in alignment with Government requirements, priorities, and delivery objectives.
• Providing leadership to a highly distributed, collaborative, multi company environment, ensuring cohesion, communication, and team performance.
• Ensuring product artifacts, engineering documentation, risks, mitigations, and decisions remain current and properly stored.
• Coordinating with the PDT to identify opportunities to streamline workflows, improve processes, and modernize program management methods through tooling, automation, or best practices.
• Supporting governance structures to enable effective decision making and cross-product coordination.
• Providing supervisory oversight to assigned staff (or equivalent through matrixed leadership), including mentorship, performance guidance, and alignment with program direction.
• Using Jira, Confluence, and other digital engineering or C2-focused toolsets for planning, reporting, and collaboration.

Qualifications

TYPICAL EDUCATION AND EXPERIENCE: Bachelors and fifteen (15) years or more of related experience; Masters and thirteen (13) years or more experience; PhD or JD and ten (10) years or more experience.

U.S. Citizenship is required.

• A DoD Secret clearance with the ability to obtain a Top Secret. A Top Secret clearance is preferred.
• Bachelor's degree and ten (10) years or more of related experience; Master's degree and six (6) years or more experience.
• PMP certification required.
• Minimum 8 years managing teams or projects associated with acquiring, developing, integrating, testing, and deploying integrated mission critical solutions.
• Experience managing development projects (HW/SW) including cost, schedule, and performance.
• Experience supporting or leading Agile or DevSecOps teams.
• Experience leading distributed or multi organizational programs.
• Strong organizational, written, and verbal communication skills.
• Demonstrated ability to collaborate with Government stakeholders and dispersed cross functional teams.

Desired Qualifications
• Prior experience with the Department of the Air Force, ABMS, DI, or JADC2 related programs.
• Demonstrated experience providing leadership in programs with 20+ personnel, including cross functional matrix teams.
• Experience with digital engineering environments, model based systems engineering (MBSE), or C2 modernization efforts.
• Experience working in highly dynamic, high visibility DoD programs with complex stakeholder environments.

Target salary range: $120,001 - $160,000. The estimate displayed represents the typical salary range for this position based on experience and other factors.
