Job Description

Title: Technical Program Manager
Client: DoD
Location: Fort McNair, Washington, DC 20319


Job Summary:

We are seeking a Technical Program Manager to provide overarching consultation and serve as single POC for all requirements under this Task Order.

Responsibilities:
• Serve as the Technical Program Management representative and counterpart to the government.
• Support in delivering enterprise IT services to include Cyber security, NetOps, End User Support, Infrastructure Support and Applications Maintenance
• Program Management. This activity provides for the management, staffing, and associated activities to enable an integrated, timely, low-risk, and high-quality delivery of IT services to the customer. This activity shall consider the evolving nature of IT requirements and capabilities needed to deliver value to end-users.
• Provide program management support to implement strategic initiatives while bridging the gap between strategy, O&M, and project implementation. The Contractor shall:
• Collaborate on cultural change management and facilitate forward-leaning experience design, applying best practices (e.g., Design Thinking) and leveraging ongoing research and analytics together with user feedback to introduce new capabilities.
• Deliver and maintain a Program Management Plan (PMP) which provides total task performance responsibility for managing the task requirements; leverages industry-standard best practices; and addresses the methodology and discipline procedures used to monitor, report, and leverage Task Order performance metrics.
• Define and use industry-standard and Contractors’ program management metrics to measure and maintain an acceptable customer satisfaction level, IAW the PWS performance requirements, and to leverage data and trends to influence decisions and adjustments.
• Include a Quality Control Plan (QCP), which shall be adhered to throughout performance and specify how the Contractor will meet or exceed the performance and/or schedule requirements..
• Describe how the Contractor coordinates and executes planned, routine, and ad hoc data collection reporting requests..
• Include a staffing plan; key personnel positions and hires, hire and fill schedules, minimum staffing levels and plans, identification of key risk points and mitigation plans in the event of a personnel gap, organization chart, team roles and associated skillsets.
• Deliver and maintain an Integrated Master Schedule (IMS). At a minimum, the IMS shall identify major project capability milestones and dependencies and be baselined and incrementally evolved. The IMS shall:
• Identify tasks and sub-tasks, including task duration, milestone dates, dependencies, resource requirements.
• Create and maintain a resource tracking matrix that provides insight into the daily, weekly, and monthly Contractor activities with in-depth tracing of Contractor skill sets to projects and tasks. This matrix shall include:
o Current projects.
o What resources are working what project.
o Outline critical paths and resource constraints.
o Schedules and/or milestones.
o Weekly worklog for all employees with associated tasks and level of effort
o Status of Deliverables.

Key Areas:
• Working knowledge and experience managing technology, software, and IT infrastructure programs
• Understanding of cloud technologies (e.g., AWS, Azure, , GCP, Oracle) and hybrid cloud environments
• Cyber Security
• Microsoft 365
• Microsoft Azure AD/Entra ID
• Microsoft End Point Management

Qualifications:
• BA/BS in a technical discipline with at least 10 years of relevant experience.
• PMP and CISSP
• Top Secret Clearance
• 10+ years of federal contracting experience
• Excellent written and verbal communication skills, with a keen attention to detail.
• Ability to work collaboratively in a team environment and build positive relationships with subject matter experts and stakeholders.
• Demonstrated ability to work in a fast-paced, deadline-driven environment.
