Team Submarine's Submarine Program Offices are responsible for:
Serco supports the U.S. Navy as a prime contractor for the Submarine Industrial Base, unifying submarine and surface vessel industrial activities to eliminate inefficiencies and improve coordination across acquisition, sustainment, and maintenance communities.

As the Public Policy and Strategic Engagement Lead supporting the U.S. Navy's Submarine Industrial Base (SIB), you will serve as a trusted advisor and support to the SIB Program Office in the analysis and strategic planning of shipyard infrastructure initiatives across the Navy's submarine industrial base, with a focus on the adaptation and integration of Advanced Manufacturing Technologies. This position will be leading the development, coordination, and analysis of legislative and policy initiatives that advance submarine industrial base priorities.
This position will be a hybrid as you work from home and at the SIB office near the Washington Navy Yard as well as traveling when required to support the mission.

- The acquisition of COLUMBIA Class Submarines, including R&D, design, construction, Test and Evaluation (T&E), and Live Fire Test and Evaluation (LFT&E). This program is a major defense acquisition effort with significant Congressional and OSD visibility.
- The acquisition of VIRGINIA Class Submarines, including lifecycle management, T&E, LFT&E, and Fleet introduction, with an estimated lifecycle cost of $336B.
- The SSN(X) program, responsible for next-generation fast attack submarine design and acquisition, emphasizing speed, stealth, payload capacity, and operational endurance.

- The position involves direct engagement with maritime-focused federal agencies such as MARAD and the U.S. Coast Guard, as well as coordination with internal stakeholders to align policy strategies with industrial base objectives.
- Owning the planning, coordination, and tracking of strategic engagements across industry, partners, and internal stakeholders plus developing and maintaining a forward-looking engagement plan that aligns leadership priorities with key external touchpoints.
- Coordinate across stakeholders to ensure engagements are well-planned, appropriately staffed, and aligned to program objectives.
- Proactively recommend engagements, events, and touchpoints that support program goals and leadership priorities.
- Maintain comprehensive visibility into engagement activities. This includes tracking meetings, conferences, partner interactions, and follow-up actions, as well as identifying gaps or opportunities for additional engagement.
- Assess infrastructure capability and identify opportunities to modernize shipyard facilities in ways that enhance shipbuilding and repair capacity.
- Serve as a key communicator, translating complex technical initiatives into compelling strategic narratives and decision briefings for Navy leadership, program offices, and industrial partners.
- Support the creation of strategic messaging, briefings, and acquisition summaries for senior Navy leadership and industrial base policy stakeholders.
- Work with multiple stakeholders across the region to expedite evaluation, determine critical areas, and assess how to fund SIB efforts that produce optimal return on investment.

- IB team which is spread across the United States and is focused on workforce development/marketing, supply chain/sustainment, and technology developments.
- Provide senior-level briefings and progress updates to Navy leadership, including recommendations for targeted investments and risk mitigation actions.
- Provide daily program, analytical, and acquisition management support to senior level executives.
- Drafts information papers in response to Congressional inquiries.
- Provide input to Report to Congress regarding SIB spend goals and associated return on investment.
To succeed in this role, you will have:
- The ability to obtain/maintain/transfer a U.S. Department of War (DoW) SECRET security clearance.
- U.S. Citizenship is required.
- A Bachelor's degree and two (2) years of experience.
- The ideal candidate brings a strong background in maritime policy, legislative affairs, and strategic engagement across both the executive and legislative branches.
- Experience should include authorship or advancement of federal legislation, familiarity with the legislative process, and demonstrated leadership in interagency policy development.
- Prior service at a maritime agency or on Capitol Hill with a portfolio related to infrastructure, economic development, or national defense is highly desirable.
- To be skilled in drafting policy papers, analyzing legislative text, preparing leadership briefings, and navigating complex stakeholder environments.
- An excellent written and verbal communication skills, including experience preparing high-level decision briefs, strategic messaging products, and technology evaluations.
- The ability to work independently in a high-tempo, mission-focused environment, managing competing priorities and emergent needs.
- A strong organizational and problem-solving skills, with the ability to connect disparate technical and strategic information into clear, actionable insights.
- Experience of preparing and delivering high-stakes presentations and briefings to senior stakeholders.
- A strong analytical, organizational, and project management skills with attention to detail and the ability to work independently.
