Description
The Health IT Division under the FED CIV IT Business Area has an immediate opening for a Strategic Programs and Delivery Director. This position will work directly and collaboratively with the Division Manager to support the growth and strategic development of the Health IT Division and will support overarching strategic initiatives and process development. Additionally, the Strategic Programs and Delivery Director will work in tandem with the Health IT Growth leadership to identify new opportunities within the health IT market.

Description
The Health IT Division under the FED CIV IT Business Area has an immediate opening for a Strategic Programs and Delivery Director. This position will work directly and collaboratively with the Division Manager to support the growth and strategic development of the Health IT Division and will support overarching strategic initiatives and process development. Additionally, the Strategic Programs and Delivery Director will work in tandem with the Health IT Growth leadership to identify new opportunities within the health IT market.
Primary Responsibilities:
- Accountable for the portfolio mission success, operational excellence, and managing growth targets for the overall portfolio.
- Provide guidance to the strategy and business development team, implementing strategic focus and pipeline development.
- Develop and nurture collaboration at the program level to facilitate achievement of tactical operations and strategic growth imperatives.
- Contribute to the overall success of the portfolio in the following key areas:
- Portfolio operations
- Business Development (BD)/capture management support
- Program execution activities
- Coordination with existing program managers to maximize customer engagement and on‑contract growth
- Work collaboratively with the Division Manager and Growth teams to develop and execute Customer Call Plans, ensuring Leidos strengthens and maintains positive brand recognition across the health IT market.
- Support client engagement activities for all programs to achieve On Contract Growth (OCG) in current markets or adjacent growth in other markets.
- Contribute to/develop white papers, RFI/Sources Sought Responses, and RFPs related to new business opportunities and recompetes.
- Manage and oversee transition, start-up and delivery/execution of new opportunities won.
- Develop cost and operational models for programs, aligned with the customer’s changing operational needs.
- Support client engagement which includes attendance at conferences and industry events to represent Leidos and the Health IT Division to foster development of existing and new opportunities.
- Build a culture grounded in the Leidos values, beliefs, and expectations and highest standards of ethical and respectful behavior. Promote improved transparency and cross-division collaboration.
Basic Qualifications:
- Bachelor's degree in a relevant discipline and 12+ years of prior relevant experience or Masters with 10+ years of prior relevant experience.
- 7+ years of experience supervising or leading teams or projects.
- Must have In-depth understanding of federal government contracting and experience working for federal civilian healthcare agencies.
- Experience in developing solutions and managing programs in the areas of IT Infrastructure Support, Digital Modernization, Software Solutions and Data Analytics.
- Experience with running ~$50M P&L.
- Excellent verbal (including presentation) and written communication skills, including ability to establish positive and productive working relationships inside and outside the company.
- Strong analytical and problem-solving skills.
- Must be able to obtain a Public Trust or higher security clearance.
- Advanced time management and analytical skills.
Preferred Qualifications:
- Locations will be Baltimore, DC, and Reston with some potential for Telework.
- Highly experienced with project coordinating and management.
- Self-motivated and self-sufficient.
- Ability to work collaboratively up and down and across the organization as well as both functional and operational personnel.
- ITIL and PMP certifications.
