Department Summary:

The Technical Intelligence and Integration Department (N963) within MITRE's Intelligence Center seeks a Department Chief Engineer to advance the delivery of high quality, high impact work for our sponsors, drive innovative solutions, develop Department talent, support business development activities, and provide thought leadership as part of the Department leadership team. N963 manages, guides, and directs 40 staff-years of technical and domain-specific work focused on Command, Control, Communications, Computers, Cyber, Intelligence, Surveillance, Reconnaissance, and Targeting, and enterprise-wide solutions to various modernization challenges. The work requires operating at senior-levels of government across a diverse set of Department of Defense and Intelligence Community sponsors. Our efforts directly support the U.S policymaking, acquisition, and warfighting communities, and require a comprehensive understanding of the IC, its partners, and stakeholders operating in the technical analysis and foundational military intelligence spaces. This role will be a key part of defining and executing MITRE's enhanced focus on ensuring our business tightly enables our sponsor's top mission priorities.

Responsibilities: The Chief Engineer is accountable for ensuring the Department's deliverables are of the highest quality, given the importance of the mission. The Chief Engineer of the Technical Intelligence and Integration Department works with stakeholders across MITRE to align and shape activities that have shared equities with all government sponsors. The Chief Engineer is accountable for coordinating with other Intelligence Center, MITRE Technology & Engineering, and Department/Division Chief Engineers to ensure the requisite level of quality standards are met on interconnected efforts while ensuring the relevance and impact of our products. The Chief Engineer's responsibilities include:

Technical Quality
  • Ensure the strength of the Department's work by shaping its content and bringing a perspective that reflects knowledge of the Department's domain and technical capability areas
  • Provide technical direction and oversight to the project and other Department efforts
  • Implement the technical quality program across the analytical domain to ensure products and recommendations delivered to MITRE's sponsors are independent, data-driven, technically sound, and properly reviewed
  • Provide assessment of the FFRDC appropriateness of project activities within our work program and provide recommendations to ensure impactful use of FFRDC staff and resources
  • Collaborate with Chief Engineers across MNS, MPS, and MTE to identify opportunities to define and improve technical quality norms across the Corporation


Technical Impact
  • Lead key technical areas across the Department and manage the Department's connections across MNS and MITRE
  • Drive innovation into Department's work program by leveraging and supporting staff in participating in the various MITRE research vehicles
  • Represent the Department's requirements to the MITRE internal research and development community to assist with defining investments to address sponsors' pressing operational challenges
  • Drive technical contributions to impact mission
  • Provide technical expertise and guidance at the project, task, and individual levels


Business Strategy Development and Execution
  • Partner in developing, refining, and driving the Department's contributions to the Intelligence Center strategy and help ensure our contributions satisfy its goals, objectives, and initiatives
  • Identify new areas where MITRE is either uniquely positioned, or has an opportunity to provide, innovative capabilities to existing and emerging sponsors
  • Identify capability areas of focus for the Department that are aligned to current and future sponsor needs
  • Provide continuous assessment of the Department's capabilities to inform hiring/MTE staff matching activities and investment opportunities


Staff Development
  • Demonstrate and promote MITRE's cultural attributes (speed, risk-taking, adaptability, collaboration, grace and respect)
  • Mentor and develop staff and promote career path development and succession planning
  • Assist the Division's formal mentoring program in conjunction with the Department's needs and requirements
  • Promote a culture of collaboration across all staff experience levels to improve MITRE's value to sponsor


Partnerships and Initiatives
  • Coordinate technical outreach to industry, academia, and other stakeholders, ensuring that best practices and technologies are brought to bear on products/deliverables
  • Collaborate with Chief Engineers across MITRE including MPS, MNS, and MTE, to identify opportunities to align efforts and increase impact to sponsors


Basic Qualifications
  • Typically requires a minimum of 12 years of related experience with a Bachelor's degree; or 10 years and a Master's degree; or a PhD with 7years' experience; or equivalent combination of related education and work experience
  • Detailed understanding of the IC's Intelligence analytical domain
  • Extensive knowledge of MITRE's organizational structure, work programs, and Intelligence Center efforts
  • Experience developing strategies to increase the impact of deliverables
  • Experience performing business development that results in sponsor-funded work
  • Experience injecting artificial intelligence adoption/utilization into appropriate aspects of our work
  • Strong writing and editing skills including demonstrated ability to articulate complex topics to sponsors and staff
  • Active TS/SCI clearance with current polygraph
  • Per the U.S. Government's eligibility requirements, you must be a U.S Citizen to be considered for a security clearance.
  • This position has an on-site requirement of 5 days a week on-site


Preferred Qualifications
  • Extensive knowledge of USG C5ISRT domain
  • Detailed understanding of the IC's Intelligence analytical domain
  • Proven track record in work shaping to meet sponsor needs
  • Proven track record of partnering with external organizations, including with the government, academia, and industry to ensure capabilities and platforms are strategically leveraged in the execution of programs
  • Experience in shaping the workforce and skill mix to develop the capabilities of the staff, to include high quality hires capable of work program impact and growth
  • Demonstrated ability to work well in collaborative and dynamic environments that foster innovation in areas that provide enhanced capabilities to MITRE's sponsors and that result in significant operational benefit to the Nation
  • Master's Degree or higher in an Engineering-related discipline
