Job Description

Duties

As a IT Specialist (INFOSEC) at the GS-2210-13 some of your typical work assignments may include:
  • Develop policies, programs, and plans related to cybersecurity operations in the TSO area of responsibility to include working directly with WMA internal, and external partners.
  • Applies technical expertise to investigate cybersecurity issues, and recommends policies, plans and COAs for cybersecurity activities and exercises.
  • Ensures NIST 800-53 eMass Assessment and Authorization security controls for all assigned networks, systems, and applications contain supporting digital artifacts that prove implementation of the Risk Management Framework (RMF).
  • Serves as a subject matter expert for cybersecurity engagements with WMA partner systems, determines long range program objectives, and develops strategy for achieving those objectives.
  • Works closely with contracting officer's representative and vendors to ensure unclassified are fielded in accordance with program timetables and meet all DoW cybersecurity requirements.

Qualifications

You may qualify at the GS-13, if you fulfill the following qualifications:

A. One year of specialized experience equivalent to the GS-12 grade level in the Federal service as listed below:
  • Applying IT systems security principles, concepts, methods regulations, and policies and the infrastructure protection environment sufficient to develop long-range plans for IT security systems that anticipate, identify, evaluate, mitigate, and minimize risks associated with IT systems vulnerabilities.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

In addition to meeting qualifications, your application package must reflect the applicable experience to meet the Individual Occupational Requirements for the 2210. You must have Information Technology (IT)-related experience which demonstrates proficiency in each of the following four competencies listed below:

3. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.
4. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.

Substitution of education may not be used in lieu of specialized experience for this grade level.

GRADUATE EDUCATION: One academic year of graduate education is considered to be the number of credits hours that your graduate school has determined to represent one academic year of full-time study. Such study may have been performed on a full-time or part-time basis. If you cannot obtain your graduate school's definition of one year of graduate study, 18 semester hours (or 27 quarter hours) should be considered as satisfying the requirement for one year of full-time graduate study.

FOREIGN EDUCATION: If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show that the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university. If incumbent does not possess the foundational certification, DMA will pay for training and certification tests.

Foundational Educational Requirement: CISSP, CISM, Global Industrial Cyber Security Professional
(GICSP), GIAC Critical Infrastructure Protection Certification (GCIP), GIAC Response and Industrial
Defense (GRID), or a Masters in Cybersecurity with a confirmation date within the last 5 years.

OR

Residential Educational Requirements: Additional training will be decided by the supervisor that is
dependent on what training the incumbent possess, e.g. Cloud Security, CCNP Security, CYSA+,
CASP+, PenTest, ACAS, etc. compared to the managed system components.
